The government plans to promote ‘Employment insurance for all countries’ in which all employees are subscribed to employment insurance by 2025 by gradually expanding the application of employment insurance not only for salaried workers, but also for especially employees (specially skilled workers), platform workers, freelancers, temporary and daily workers, etc. Revealed on the 23rd.

The Minister of Employment and Labor, Lee Jae-gap, held a briefing at the Seoul Government Complex on the same day and announced the entire National Employment Insurance Roadmap, including the above.

All National Employment Insurance is to allow anyone with an income above a certain level to subscribe regardless of the type of employment. The goal is to achieve 21 million employment insurance subscribers by 2025 by gradually expanding the application of employment insurance for artists, special high schools, platform workers, temporary and daily workers, etc. up to the goal of employment insurance, which is mainly for salaried workers.

Last year, the number of subscribers to employment insurance was 13.67 million, half of the total employed (27.15 million). This will expand to 17 million in 2022, 17 million in 2022, and 21 million in 2025.

On the 10th, the government already implemented the revised Employment Insurance Law, which also includes artists covered by employment insurance. It is estimated that the application target is 75,000 of the 178,000 national artists who have had experience in signing contracts related to artistic activities during the last year.

Starting next July, special high school workers are eligible for employment insurance.

In the case of special notices, priority will be determined taking into account the need for protection, focusing on the occupations covered by occupational accident insurance. Accordingly, we are considering a plan to apply employment insurance first to 14 occupations, including insurance planners, teacher study guides, courier drivers, assistant drivers, and truckers. According to the Korea Labor Institute, the total size of specialty items is currently about 1.66 million, and the 14 occupations covered by industrial accident insurance are estimated to range from 1.06 million to 1.33 million.

In addition, the underwriting of employment insurance is supported by taking into account the differences in the type of contract with the employer and the method of income declaration by type of work.

Beginning in January 2022, platform workers who work through digital platforms, such as smartphone apps, will also be eligible for employment insurance.

Currently, an estimated 1.79 million workers in the broad sense of the platform work through the platform, and 220,000 workers in the narrow sense of the platform are also assigned tasks.

The government decided to lay the foundations to understand and manage the real state of the platform on which the provision of labor or intermediation takes place. Furthermore, it is a policy to prioritize employment insurance for those who can easily identify the business owner because the platform company acts directly as the business owner or has an agency. In this case, platform business owners must report their assured eligibility and pay withholding on insurance premiums.

The government has a policy to allow platform workers and other special notices that are not included in the priority request to register from July of the same year. To do this, he plans to determine the goal of the application during the first half of the year after conducting a survey from the beginning of next year.

In addition, the government is promoting the expansion of employment insurance coverage for the self-employed. Among the national economically active population, the number of self-employed workers, one of which is from 2.31 million to 2.58 million, is estimated at 1.33 million people who are self-employed with salaried employees.

In the case of the self-employed, they are ‘voluntarily affiliated with employment insurance’, but the enrollment rate is low and it is difficult to judge ‘voluntary unemployment’, which is a requirement to receive unemployment benefits, just like workers. Consequently, the government plans to start a social dialogue for the self-employed to register for employment insurance in the first half of next year, and plans to apply employment insurance in the second half of 2022.

In addition, a plan is also being developed to find workers who are excluded from the enforcement targets, such as temporary and day workers, and join them ex officio. Currently, the number of workers without employment insurance is estimated at 3.74 million.

In addition, it will be reviewed if the employment insurance applies to workers in agricultural, forestry and fishing companies with four or fewer employees and direct pensioners who are excluded from employment insurance under current law. Among direct pension subscribers, those in need of protection, such as those in university hospitals who are classified as private school teachers, are subject to review.

It was decided to review the employment insurance application for newly hired workers after age 65. The policy is to promote it in connection with the discussions on extending the retirement age.

To this end, the government plans to change the current employment insurance system, which calculates premiums based on wages, based on income.

The standard for employment insurance application will be reorganized from ‘current working hours (more than 60 hours per month)’ to ‘income’ and will be implemented in 2022-2023. Those with more than one job can join by adding up their income.

In addition, in 2024-2025, the workplace-focused employment insurance management system will be shifted to the individual center. It is a policy to reflect changes in employment patterns throughout the life of subscribers by establishing an individual management system similar to that of health insurance.

The government will strengthen the link of information with the National Tax Service so as not to omit the income information of the subscribers of the employment insurance.

In the case of special notices, the National Revenue Service provides monthly electronic tax invoices for special notices to the Korea Labor Welfare Corporation and uses them as income estimation data, and the platform operators promote a plan for the owners to platform business withhold insurance premiums for each transaction and report transaction details.

Minister Lee Jae-gap said in a briefing that day: “This roadmap is the government’s plan not only to solve the problems we currently face, but also to build a strong safety net that it can proactively address. to the next crisis. “

Regarding the concern about the financial soundness of the employment insurance, he said, “For new objectives, after operating for a certain period, we will evaluate the performance of the operation through a specialized agency and we will carry out a financial estimate.”
