Honorable Mr. Jin Seon-mi, Chairman of the National Transportation Commission. And dear members of the Ministry of Land, Infrastructure and Transport, this is Chang-Hum Byun, nominated as a candidate for Minister of Land, Infrastructure and Transport.

I am deeply grateful for the hard work of the President and members in preparing for staff hearings even during busy legislative activities.

Today, I cautiously remained here and refused to verify my qualifications and ability to serve as Minister of Lands, Infrastructure and Transportation.

In particular, we promise that we will do our best to be honest and discreet throughout the hearing process with the attitude of being in front of each and every person.

Honorable President and various members of the committee.

In my preparation for the hearing, I looked back seriously at my past life and my life as a whole, rather than just thinking about future policies as a ministerial candidate.

In that time of reflection, I reflected that I could not carefully count the hearts and pains of the people, and made a new resolution.

First of all, I would like to say that I am sorry to accept people’s reprimands 4 years ago when I was president of the Seoul Urban and Housing Corporation.

I sincerely apologize to all those who have been hurt by my comments.

In particular, I would like to apologize again and again by borrowing this position for Kim and his family, who sadly died due to the death of a screen door at Guui station, and for all those who work at risk even today.

As a candidate for public office in the future, I will reflect more deeply and act harder.

Furthermore, I promise to make more comprehensive political efforts on security issues by placing more importance on people’s lives beyond reflection and apology.

When I take over as minister, the first thing I must do is establish special measures to improve the working conditions of subcontractors and workers especially employed who work in hazardous work sites, and thoroughly inspect the sites.

For the past 30 years, I have been conducting various research on current issues in the fields of real estate, urban planning, and regional development, which are the fields of land and transportation.

In addition, through government committees such as the National Committee for Balanced Development and the Special Committee for Urban Regeneration, we have gained experience in understanding various policies in the field of land and transportation and participate in the establishment of political directions.

Recently, while serving as president of the Korea Land and Housing Corporation, I had a valuable opportunity to support the whole government housing policy in the field, such as the provision of public housing, the creation of a new city, the reorganization of the side of the house and the implementation of measures for all generations.

I understand what people expect of me.

If we take over as Minister, we will continue to communicate with all walks of life and promote a policy that people can trust in peace.

We will do everything possible to improve people’s quality of life based on the knowledge and experience we have accumulated so far.

Today I would like to briefly share my convictions and aspirations as a candidate for Minister of Land, Infrastructure and Transport, who should fulfill this responsibility.

First, we will do our best to stabilize the housing market.

To create a real estate market focused on end users, we will cut off speculative demand and create plans and action plans to offer affordable and quality housing in sufficient quantities.

We will quickly supply houses in the city center using station areas, heavy industrial areas and low rise residential areas.

We will create the third new city with a sense of speed and promote public-led maintenance projects and provision of jeonse-type public housing without any problems.

We will also strengthen housing support for every stage of life, such as the newlyweds, young adults, the elderly and the vulnerable through the provision of personalized public housing and low-interest loans.

Second, we will create a balanced national space.

We will cultivate economic bases for each metropolitan area so that human resources, capital and jobs can circulate in the provinces.

We will also expand the infrastructure of the wide area network, such as the metropolitan rail network, so that the competitiveness of the economic base can be improved and the growth engines spread around it by creating a special urban convergence zone and revitalizing an innovative city. .

We will also be the basis for co-prosperity between the metropolitan area and the provinces by creating a comfortable living space in the region by providing housing that is combined with social services, innovative spaces and jobs tailored to each region.

Third, we will strengthen the competitiveness of the domestic transportation industry. We will nurture new industries in the future by integrating smart and IT technologies into the construction, transportation and logistics industries, and expand innovative growth drivers such as drones and autonomous vehicles.

We will strategically and systematically support the overseas expansion of the trucking industry, such as the construction of smart cities.

Fourth, we will create a safe and convenient living environment.

We will rapidly expand infrastructure for metropolitan transportation, such as New City’s second and third transportation networks and the national arterial road network, and improve transportation services such as metropolitan buses and discounted metropolitan transit cards so that the movements are faster and more comfortable.

We will also improve transportation publicity and social by improving the convenience of transportation for the vulnerable and eliminating blind spots in transportation.

We will create a safe environment that protects people’s lives by reducing the number of deaths in traffic accidents and taking a leap forward to become an advanced country in road safety and strengthening the safety management of works and buildings.

Fifth, we will vigorously promote the Korean version of the New Deal.

We will achieve innovative results in smart cities like BIS and smart parking, and expand digital services like precision 3D maps and ITS.

Through energy architecture and green remodeling, we will create an oxygen-free city and expand green mobility.

Finally, we will conduct an administration based on experience and field.

We will create a creative and flexible organization for employees of the Ministry of Land, Infrastructure and Transport to develop expertise and present ideas in various fields such as housing, aviation, finance, construction abroad and digital technology.

In addition, the Ministry of Land, Infrastructure and Transport will implement on-site administration and emotional administration in which the policies of the Ministry of Land, Infrastructure and Transport will be of practical help for the people and if there is any inconvenience.

Honorable Chairman Seon-mi Jin and members of the Land Transportation Commission, if I have the opportunity to serve the people as Minister of Land, Infrastructure and Transportation, I will do my best to listen to the voices of the people with a more humble attitude and come down, communicate with the field and do everything possible.

We will cherish the precious words of committee members today and collect opinions from all walks of life across a wide range, uniting the hearts and capabilities of all employees into one and fulfilling the mission and call of the times.
