President Moon Jae-in participated in the Asia Pacific Economic Cooperation Organization and APEC Summit by video, and began a three-day multilateral diplomatic program with the four powers on the Korean Peninsula. President Moon highlighted the need for seamless exchanges of essential human resources, including entrepreneurs, and highlighted the strengthening of the multilateral trading system for economic recovery. In APEC’s first videoconference, President Moon emphasized the strength of solidarity to overcome the crisis and pointed out that the way to accelerate economic recovery in the region is to strengthen the multilateral trading system. The first proposal that was put forward for this purpose was to promote exchanges between entrepreneurs and other essential human resources. President Moon also emphasized forms of inclusive cooperation in the region for a way of living well together. We present the Korean version of the New Deal strategy in preparation for the post-crown era, the K Quarantine experience, and the Korean government’s efforts to distribute vaccines evenly. Furthermore, the APEC Digital Innovation Fund was used to reveal plans to promote 5G innovation and data utilization projects in the Asia-Pacific region and solicited the interest of member countries. The leaders of each country also sympathized with the creation of an open free trade environment and inclusive economic growth, and adopted the ‘APEC Putrajaya Vision 2040’, a plan for the next 20 years of APEC. The Blue House assessed that the Korean government’s vision for an inclusive state was developed through discussions from the Asia-Pacific community and, as the lead APEC country, discovered and led discussions on the main cooperation agendas.
