The opening of restaurants and cafes in the metropolitan area is restricted after 9 o’clock, and 12 businesses such as buffets and singing practices are prohibited.
In July, the number of workers employed in the manufacturing industry decreased by more than 50,000 compared to the same period last year, and the number of temporary day laborers in the service sector decreased by more than 430,000.
Students are unable to go to school even after starting school and are teaching online at home.
Although many people have tried their best to overcome the crisis of the crown, I am very sorry to face the crisis again due to some deviations.

In addition, we will implement measures to stabilize people’s livelihoods so that they can have a safe and warm Chuseok. During the Christmas season, we will strengthen a strict quarantine system and prepare safe transport measures.
We will promote measures to reduce the burden on people’s livelihoods, such as facilitating the supply of sacred goods and paying unpaid wages.
We will revitalize demand from traditional markets, which are facing greater difficulties, and expand financial support to small and medium-sized enterprises.
We will take care not to miss out on quarantine, public welfare or economic recovery. As you may know, the first supplemental supplement was due to the spread of the crown in March, Daegu and Gyeongbuk.
The second supplemental administration was to provide disaster support to the entire town in response to demands from opposition parties during the general elections on April 15. And the third supplemental administration was in early July. It was 35 trillion won, the largest of all time.
At that time, consumer coupons were included to maintain employment and support low-income families, especially to boost consumption. The supplemental administration began in full effect in September.
What I am saying about what happened is to emphasize that this is by no means the first.
As such, we have used the supplemental budget to respond to urgent needs at that time. The 4th supplement aims to help people suffering from the reproliferation of Corona 19 and the strengthening of social distancing.

Second, the coronavirus outbreak was very fluid and an additional prescription was required. Third, that’s why the pressure to spend on debt wisely and efficiently has increased. With this in mind, it is heard that the party administration has gathered opinions on how to help the most difficult people first after going through several discussions at the work level.
There were different opinions on how to apply. After reviewing all those views and reaching a conclusion by the Party Administration, the reason and inevitability should be explained to the public.
In particular, it is important to give faith to people if no one is subject to unfair disadvantage.
To give such a belief, I believe it is necessary to take steps to prevent injustices from happening by closely observing the boundaries that inevitably follow administration.
Public livelihood is desperate. Since supplemental administration runs quickly, we must quickly get help to those in need. I hope the execution begins before Chuseok.
The government will rush to organize and introduce the supplemental bill, and the National Assembly will endeavor to rush to process the supplemental bill.
And I ask people why I have a concern, but if there is a big change in this Chuseok, the crown can become dangerous again.
