We welcome the designation of the development target site for the Dongja-dong public-led circulation type side room

On January 20, 2020, the plan to promote the ‘Yeongdeungpo Public Housing Project’ was announced. On this day, which was also the 11th anniversary of the Yongsan disaster, the announcement that the public will be the main body of the project and develop the village’s public development before migration and circulation was a promise to achieve a new path. that was isolated from the evils of the existing urban project. Later, plans to improve the residential environment of Daejeon and Busan Pyeonbangchon were announced, but planning for the remaining four Pyeonbang Villages in Seoul was difficult. The Homeless Housing Team has consistently demanded that all areas grouped together such as Dongja-dong and Yang-dong be designated as public housing districts according to the 「Special Law on Public Housing」. Today, through the 「Seoul Station Sidebang Village Maintenance Plan」, a plan to develop a circular side room for Dongja-dong side room was finally announced. We are very welcome to announce this plan, and call for the establishment of a development plan that reflects the voices of residents and the additional designation of more junbang areas.

More gangbang areas should be designated as target areas for public-led circular development.

The “side room” is not a concept defined by law. The Ministry of Health and Welfare only recognizes the areas operated and managed by ‘Jeongbang Consulting Centers’ at 10 locations across the country. There are 5 Seoul, 2 Busan, 1 each in Daegu, Incheon and Daejeon, of which 2 Seoul, 1 Busan and 1 Daejeon have been designated as commercial public housing districts. Aside from the underestimated number of side rooms, which were excluded from the clustered areas, most of the side rooms still face the threat of eviction due to development in a poor residential environment. On the Yangdong side of the village, next to Dongja-dong, where the public housing project plan was announced today, residents have constantly demanded that housing measures be prepared, but private development is planned, which gives as a result damage from preliminary remodeling measures, such as building closings and eviction of residents. Consequently, there is an urgent need to designate and begin additional areas for the development of public-led circulation so that residents can find housing stability as soon as possible.

Incorporate the voices of the local community people into the development plan.

In order for the housing provided to residents after urbanization to be provided as a “home home” where residents will live permanently, it is critical to seek the input of residents. Last year, the Seoul Metropolitan Government announced the ‘Standard Plan for Improving Residential Environment in Jeokbang Village in Seoul’ (Nov 19, 2020, Seoul City Press Release). The published standard floor was very disappointing, but the standard rate for one-person households was 14㎡, which was dropped even from the 16㎡ proposed at the time of the announcement of the Yeongdeungpo Public Housing Project. In addition, all standard floors, except the 15㎡ type for one-person households, were premised on sharing essential residential spaces, such as kitchens and bathrooms, infringing on individual choice and freedom. This is the result of thoroughly considering only cost and ease from the provider’s perspective.

TF announced today that it will promote public housing in Seoul Station, Seoul, Yongsan-gu, public institutions (LH, SH) and only pyeonbang counseling centers are included. If the importance of the Pokbangchon public development project is to cut the damaging effects of the previous development project, the TF structure itself needs to be reorganized so that the voices of residents can be actively reflected in the establishment and progress of the project. In the case of Dongja-dong, in particular, since the autonomous organization (Dongja-dong Sarangbang · Sarangbang Village Residents Association) is actively active, it is necessary to ensure that resident organizations participate directly in the FT. Looking at the sample rental housing map (18㎡), the area was slightly wider than the standard Seoul floor plan in 2020, but it was presented as a one-bedroom type, but discussions with residents about the area and structure of the house should be discussed in the future.

Establish a comprehensive resettlement plan for residents.

After public development, 1,250 rental homes are expected to be supplied to the Dongja-dong area for tenants of private rooms and general housing. According to the 2019 Survey on the Actual Condition of Residents in Seoul Station Side Rooms, 1,158 people live in 1,328 rooms at Seoul Station. Although 1,250 is the volume that covers the residents of the Seoul Station side room, it is doubtful that it is sufficient considering that it is a volume that includes “general housing tenants”. There are 147 rooms (95 people, as of 2019) outside the Seoul Station District (in Yongsan-gu) designated by the Seoul Metropolitan Government, but those who live here should not be excluded. Similarly, 471 residents (as of 2019) live in the Yangdong redevelopment district side room, which borders the district with a road in the middle. Therefore, rental housing of a size should be provided that allows Seoul Station residents outside the district and neighboring districts to occupy together.

As mentioned above, the number of jjokbangs is underestimated because it is not a live type defined by law. Areas that are immediately designated as clustered areas and areas designated as public housing business districts are excluded from the target area. However, even if they are not in a clustered area, the difficulties of the lives of those who live in the room are no different. In establishing the plan for the resettlement plan, care must be taken not to mechanically divide the position as subject according to administrative district and direction.

Additionally, “the rental housing deposit will be partially supported through tenant migration countermeasures from the public housing business.” Considering that it is in place, the “partial support” method may justify the event that residents give up on a security deposit. In order not to give up on moving out due to the charge of the security deposit, the full rental deposit must be collected through tenant migration measures.

Once again, we welcome the designation of the site for the public-led circulation-type jjokbang development in Dongja-dong Jikbangchon, and pray for the rebirth as a public housing development project that fully reflects the voices of the residents.
