Unlike the first emergency disaster grant provided to all citizens, the government is moving toward “selective payment” of the second grant.

In this regard, there are demands to propose practical countermeasures, saying that there is a limit to recover the livelihoods of people caused by COVID-19 through ‘pay for selection’, focused on civil society organizations.

The reproliferation of Corona 19 was a direct hit economically for small and medium business owners.

In particular, the damage increased as the ‘2.5 distance step’ was implemented in Seoul and the metropolitan area.

This is the context for the government and politicians to discuss the second emergency disaster support payment.

The revised grants are smaller than when they were first paid in May.

At that time, all households were paid from 400,000 won to 1 million won, depending on the number of people.

The budget amounted to 14.3 trillion won.

The recently revised funding budget is expected to be around 7 trillion won, which is about half that of the first round.

As the level of quarantine increases, a plan is being promoted to pay up to 2 million won per person to specially employed workers, such as academy instructors and physical education instructors, whose income has disappeared, and 2 million won to the freelancers who suffered commercial damage like karaoke and computer cafes.

This includes support for parents and youth seeking work.

However, civic groups noted that such screening support has limitations in overcoming the crisis.

There is a concern that only a certain group of people will receive support, so it is important to consider giving it to everyone and charging it as tax for the upper income bracket.

He urged that if the tenant’s income falls dramatically, a review of the law should also be done to provide practical assistance, such as making it impossible to terminate the lease even if the rent is delayed.

In particular, he stressed that an emergency support system should be put in place for as many citizens as possible ahead of Chuseok, a national holiday.
