The Special Investigation Commission on Social Disasters has asked the National Assembly for the first time to appoint a special inspector in connection with the suspected CCTV tampering with the Sewol ferry.

Along with this, they also released the results of an investigation that the data itself was manipulated.

First, explain what are the accusations of CCTV tampering raised by the Supreme Court.

The suspicion of CCTV tampering with the Sewol ferry can be divided into two categories.

It is the suspicion of manipulation and replacement of data.

First, the key to suspected data tampering is that the CCTV data presented to the court as evidence may have been artificially manipulated.

First of all, some videos were not played in the video sent to the court, but when I checked, the data value of the wrong video was covered in other files as is.

There are around 18,000 pieces of data that are suspected of being artificially overwritten, of which 62% were recorded on April 16, the day of the accident.

Regarding the second suspicion, the replacement, the SAQ suspects that the DVR, which is a CCTV video storage device, was first picked up by the Navy and then replaced.

The DVR was tied with zip ties and wires at a distance of about one meter from the ground, but video taken by the diver at the time of collection indicated that it was further away.

The SAC also announced that it had obtained documents from the command center at the site comprised of the Navy and the Coast Guard.

Officially, he explained that the DVR was recorded as having been picked up and taken over in early May 2014, a month before the DVR was picked up.

According to the Navy’s confirmation, the Sewol ferry was the only one to collect the DVR from the ship that sank in 2014, and he suspects that it was picked up early and replaced with a new one a month later.

The prosecution is already conducting a related investigation, why are you requesting a special prosecutor?

First of all, it is a position that an in-depth investigation was not conducted in relation to the suspected CCTV tampering by the Sewol Ferry Disaster Special Investigation Team.

Previously, the prosecution initiated the investigation in response to the Chief Justice’s request for an investigation and later turned over a large number of former and current maritime policemen who were poor at rescue at the time of the disaster and government officials who interfered with the investigation of the 1st Sewol Special Control Committee.

It was decided that there was still no progress regarding the suspected CCTV tampering of the Sewol ferry requesting a joint investigation.

In particular, the fact that only three months remain for the audit committee to function seems to have been the first opportunity to urge the appointment of a special prosecutor.

The families of the Sewol ferry disaster said that the CCTV requested by survivors at the time of the disaster was incomplete and that they have been waiting for six years after requesting confirmation of authenticity.

At the same time, he said that the special prosecutor requested by the first Sewol Special Assistance Committee was not even presented to the Judicial Committee of the National Assembly.
