In the non-metropolitan area, which has been upgraded to the second stage, the number of attendance at kindergarten, elementary school and basic secondary school should be one third in principle, and secondary schools should keep less than two thirds.

However, depending on the region or school conditions, kindergartens and primary and secondary schools can increase attendance to less than two-thirds of maximum capacity.

The Ministry of Education also directed each school to adjust the assessment schedule and plan to ensure that student assessments and records at the end of the semester go smoothly.

Furthermore, every city and provincial bureau of education repeatedly urged every city and provincial bureau of education to avoid creating gaps in education or care due to the expansion of distance classes.
