Starting tomorrow (day 10) the regulations on electric scooters will be relaxed.

However, with the recent accidents, the National Assembly is pushing for the regulations to be repealed, such as raising the age limit again.

There is criticism that the bill should have been properly reviewed from the start.

A man in his 40s who crosses a crosswalk on an electric skateboard collides with a motorcycle.

The man who was not wearing a helmet was seriously injured in the head and back and eventually died.

Traffic accidents involving private vehicles, such as electric scooters and electric wheels, increased from 117 cases in 2017 to 447 cases last year, and the victims nearly quadrupled.

Among these, the revised Road Traffic Law and the Bicycle Activation Law will be implemented as of tomorrow (day 10).

The age limit was lowered to 13 years old and the electric skateboard was treated like a bicycle so that it could be driven without a license.

First, the executive committee, the Administrative Security Committee, approved an amendment to restore regulation.

It only allows those 16 and over with a license to drive and resurrects the penalty for not wearing safety gear.

Even if the plenary session goes as planned, it takes about four months to complete the procedure and implement it, so regulations remain relaxed in the meantime.

Shared kickboard companies that have prepared their business in accordance with the new regulations complain.

[공유킥보드업체 관계자 : (새 규제에) 산업이 잘 정착되기 위한 노력들을 해왔는데, 지금 시행하지도 않은 상태에서 다시 법을 바꾸려고 하는 것 자체가 너무 성급한 게 아닌가 생각합니다.]

Lawmakers passed the bill without a realistic review of side effects, and only after an accident broke out did lawmakers reach an agreement.

There is even a growing voice that lawmakers who caused confusion should be severely disciplined.
