To celebrate Halloween, young people continue to visit downtown areas such as Itaewon, Seoul.

Meanwhile, tensions between local governments and quarantine authorities across the country are also increasing.

There is a reporter on the site in Itaewon Reporter Hong Min-ki!

Yes, please tell me the atmosphere there is.

[기자]

Yes, it is already close to midnight, but Itaewon here is quite crowded.

You can see the people who visited Itaewon filling the alleys behind me.

To create an atmosphere of Halloween, but also to observe the quarantine rules, there were cases where special make-up such as ghosts and zombies were placed on the mask.

Most of the stores were very busy, but our journalists looked around and saw that they did not follow quarantine regulations, such as removing masks and smoking cigarettes.

I was able to watch people hang out and eat at a small restaurant.

Since there are so many people, the merchants here in Itaewon are preparing this Halloween with a complicated mind.

This is because it was the first time after a group infection occurred at the Itaewon club last May, and the clients were cut off.

However, on the one hand, they were observing quarantine rules, such as hand disinfection, on their own, fearing a group infection would reoccur.

There were not few people everywhere in the store, but it is also said to be a small size compared to the previous year.

This is because 22 of the 5 clubs and 27 pubs in Itaewon here in Itaewon were closed autonomously as of this afternoon.

In Seoul as a whole, about half of the clubs and about 70% of the emotional pubs decided to close on Halloween.

Yes, the local government and quarantine authorities seem to be in great tension.

[기자]

Yes it is.

First of all, the gathering of entertainment bars in central Seoul that violates quarantine rules will be banned this Halloween.

The Seoul Metropolitan Government has formed a joint inspection team with 140 officials from the Ministry of Justice, the National Police Agency and the Ministry of Food and Pharmaceutical Safety, and conducts intensive inspections from 10 pm to 4 am.

It means that the ‘One Strike Out’ system applies to companies found for not following the quarantine rules.

Yongsan-gu’s office has also established a special quarantine promotion period from the 26th to this weekend before Halloween.

We have also strengthened inspections to ensure quarantine rules are properly followed at 174 high-risk facilities, such as entertainment bars and computer cafes around Itaewon.

Also, starting today when people are expected to seriously crowd together, we are operating a Situation Response Team on site.

Ten employees of the former will take over the Itaewon Street area and patrol to check if the quarantine rules are being followed correctly.
