[앵커]The situation in the Seoul East Detention Center, where the outbreak occurred, is getting worse.
YTN reporters met with the families of the confirmed prisoners at the East Detention Center and learned about the internal situation.
Some inmates said they concealed their suspicious symptoms because they did not want to be isolated in solitary confinement, and some argued that there was no treatment or management, such as giving only confirmed inmates medication.
Reporter Eom Yun-ju, who met his family in person, is here.
Reporter Eom Yun-ju. Good Morning.
First, the expansion of the eastern detention center is unusual. Did you meet a family of prisoners yesterday?
[기자]Yes, first of all, let’s look at a letter sent by an inmate in the 1940s from the Eastern Detention Center to his family on the 21st.
The letter was sent on the 18th, after the first thorough inspection was carried out.
At the time, it is written that 10 unconfirmed people lived in a room where 4-5 people were staying due to quarantine when a pile of infections occurred.
It does not take into account an incubation period of up to two weeks.
Also, a picture is drawn saying that it is a poor environment that makes it difficult to move in a narrow room.
This inmate, who tested negative on the first full test, was confirmed on the second full test on day 23.
I’ll see another letter.
Even if the body is sore and sick, it is misinterpreted as a confirmed case, and there is a phrase that says you don’t want to be quarantined in a lonely room.
The family also claimed that the management of the masks at the detention center was a disaster.
When the prisoners bought their own masks, there were cases where they only used masks or did not wear them at all.
Furthermore, it is said that many people do not have masks in detention centers, so they often wear disposable masks for several days or the other way around.
[앵커]Some argue that the treatment or management of confirmed prisoners is not done in a systematic way.
[기자]If it is.
The daughter of an inmate in her 60s, who was confirmed as confirmed on the 22nd, denounced that the treatment of the confirmed person was not systematic in the detention center.
Most of them are asymptomatic or mild, which is why they said they only prescribe medication to those who complain of cold symptoms.
Let’s hear it in person.
In addition, given the situation in which several confirmed prisoners live, they expressed their resentment and asked how they could be cured.
Furthermore, the family did not say whether they were transferred to Cheongsong Prison, so they said they did not know where the confirmed prisoners were and what their status was.
The Justice Ministry disputed that to protect personal information, it could not provide detailed information such as symptoms without the person’s consent, but was notifying the family about the confirmation and whether they were transferred to Cheongsong Prison.
Because of this, the YTN camera yesterday captured a man who appeared to be incarcerated in a detention center.
He reached out for the iron bar and waved the paper, which contained information that 8 confirmed patients lived in a single room and prevented them from sending letters abroad.
[앵커]What is the position of the Ministry of Justice in this situation?
[기자]First, regarding the meager supply of masks, the Justice Ministry said it has been providing quarantine masks to all new prisoners since late last month, when the quarantine was tightened.
However, he explained that if a sheet is paid for every day, it costs from 50 million won to 90 million won, so only one sheet is paid every 3-4 days for budget reasons.
So when the prisoners couldn’t buy the mask themselves, they had to keep wearing the same mask for 3-4 days.
Before paying for the masks, the inmates were told to buy and wear cotton masks, or if they couldn’t afford them, the detention center gave them a dental mask.
Instead, he added that he was given a KF80 or higher quarantine mask when interviewing strangers.
Furthermore, due to overcrowding, it has been divided into three groups: confirmed, contacted and unconfirmed, but it is now said that there is enough space secured for emergency transport.
[앵커]In this situation, there are critical voices as to why the full inspection was carried out late in the first place. Are the Ministry of Justice and the city of Seoul fighting for responsibility for this?
[기자]If it is.
On the 14th, a prisoner was confirmed for the first time at the East Detention Center.
Two days later, two other employees were found to be confirmed and a full inspection of the East Detention Center employees and prisoners was conducted.
That is, the first complete test was carried out on the 18th, four days after the confirmation of the first inmates.
In response, the Ministry of Justice directed the arrow at the local government.
When the first prisoners were confirmed, the need for a full examination was raised, but the Seoul Metropolitan Government and Songpa-gu did not accept it, saying it made no sense.
The city of Seoul immediately expressed strong regret for the report.
Although it was a matter agreed upon by the relevant bodies, the Ministry of Justice unilaterally handed over responsibility to Seoul and Songpa-gu, contrary to the facts.
He stressed that whether or not to conduct a full investigation in the early stages of the infection is not a structure in which Seoul and Songpa-gu can arbitrarily determine the direction of the quarantine, as argued by the Ministry of Justice.
In particular, the city dismissed the Justice Ministry’s claim that it was difficult to carry out a full inspection of its own budget, saying it would be subject to government spending.
However, it is clear that as a result, a state-run institution has caused the largest outbreak.
It is important to clearly identify the person responsible along with the analysis of the cause, but as the number of confirmed cases is skyrocketing, it seems that the priority is to take all measures to stop the spread.
[앵커]Until now, Yunjoo Eom [[email protected]] I shared it with the reporter.
