The general meeting of the Environment and Labor Committee of the National Assembly approved a proposal that included only artists on the day. The high school decided to discuss it again at the 21st National Assembly.
There is little theory that the scope of employment insurance should be expanded. At the end of March, of 27.8 million people in the economically active population, only 1.378 million were employed by employment insurance. Unemployed workers are vulnerable and self-employed workers such as special jobs, temporary workers and artists. The more canceled, the more exposed they are to recession and unemployment. These are the people who suffer the most from the economic crisis in the crown. Employment insurance, like most social insurance programs, such as national pension health insurance, is designed not only for exposure to risk but also for the convenience of collecting premiums. This is contrary to the purpose of social security in that full-time workers who are sure to pay half of their premiums are protected and those who do not are excluded.

But the party and the reality are separate. To apply for employment insurance for special secondary schools, etc., it is necessary to designate a company that will pay the premium. Due to the nature of self-employment, this is not easy. If not reasonably specified, the operator will react. Paying the full premium to workers weakens the incentive to join. Many workers will be dissatisfied with understanding the IRS income.

In any case, supporting the treasury is inevitable because it is difficult to cover the cost of the project with the premiums they pay. Solving this challenge without great resistance requires careful design and persuading stakeholders. In fact, it is easy to extend employment insurance only during a boom period, when premiums are less onerous. You also need to hear the view that now, when vulnerable people are facing a major unemployment crisis, it is necessary to put out the fire with financial help and sigh to promote the expansion of insurance.
