The European emergency number<112>> is a very useful tool / instrument of Civil Protection, a service of great importance and contribution to society as a whole and more specifically for the protection and safety of human life against the risks of natural and man-made disasters not only in Greece but in all EU countries. .

Although the Greek citizen subject to the tax has paid dearly with about 10 million euros for this project, which nevertheless started in 2010 and until 2019 under the responsibility of all governments, it was not possible to operate properly and efficiently. It is known the responsibility it had – it did not work – in the loss of 102 of our peers in the deadly fire of 07-23-2018 in Mati. but nevertheless even today it is possible to establish its incomplete functioning for its intended purpose, and it has established endanger human lives. Specifically, the current Government on 01-01-2020 announced that it has finally managed, after a decade, to put it into effective operation. However, the service mentioned in some cases, such as on 08-11-2020 in Evia floods, in which eight people lost their lives, on 09-18-2020 with severe weather due to IANOU in Mouzaki, Karditsa, he lost the life of one of our peers – Evdokia – Myrto Plakias, 41 years old – and a total of four people in Karditsa PE, etc. Due to arrhythmias, negligence, oligarchy, errors and omissions of the competent bodies that are responsible for its organization and operation, it still presents phenomena of dysfunction, which, however, cost the loss of the human lives mentioned.

I do not know exactly what they are informing you Prime Minister Mr. K. Mitsotakis the competent ministers provided they inform you of the various incidents in which mainly human lives have been lost due to natural disasters, for example floods, such as the aforementioned events. And of course I do not mean that they do not inform you about the exact number of deaths in each event, but about whether their operation<112> it was perfect and legally and operationally appropriate every time. For the latter, however, you certainly wouldn’t expect to be fully informed, because they obviously don’t inform you about criminal oligarchies and arrhythmias. Yes the first Minister he was fully informed of what exactly had happened and what they should have done in each of these events, he would immediately remove them from their positions and obviously seek other responsibilities in addition to politics. Of course, the Justice acts institutionally ex officio and undertakes, whenever there are human losses, a pertinent investigation (carries out a Preliminary Examination) in order to clarify and attribute, if and where there are responsibilities.

In this information, that is, if it works perfectly and effectively<112>This article points to as long as there are human victims in incidents, which should be accessible to all Greek taxpayers who have paid for this valuable project in society, this article points out. Unfortunately, for the sake of knowledge and without twisting the word, I dare to say boldly that even today it presents phenomena of dysfunction.

And I say this having found out in the cases that I have attended as Technical Advisor to the families of the victims, as in the case of the undefeated Evdokia – Myrtous Plakias in Mouzaki, Karditsa, who was affected on 09-18-2020 by severe weather conditions due to IANOU and that his life (drowned) by criminal errors, omissions and oligarchies of the civil protection bodies involved when his vehicle fell into the Pamisos River, due to the collapse of the road. In the above incident at Mouzaki more specifically the<112>> presented oligarchy and therefore its operation was not perfect, after sending the relevant sms alert to the wider area of ​​PE Karditsa, with a very long delay (Ω / 22:00 pm), that is, two (2) hours after the loss of Evdokia and five (5) hours from the beginning of the collapse of structures and infrastructure. That is, when it was all over. However, if it had been sent on time, that is, from the afternoon hours, when there were sufficient indications of serious damage to structures and infrastructure, for example, collapses of bridges, roads, landslides, falls of electric poles, etc.) Evdokia would not have been aware of the evolving danger in her life. However, this message sent with a very long delay was not received by everyone in the area in question.

Unfortunately, eleven years after the start of the construction of this project, the one highly publicized by the General Secretariat of Civil Protection<112>> Even today it has serious flaws, at least in the cases that I know as a Technical Consultant, but also in other cases, and this comes at a cost – and will continue to be a risk and a cost, unless a lot of things are checked, for example, internal anxiety – human lives. The specific faults that you have personally identified thus far consist of the following:

  • In the non-sending, as on 08-11-2020 in the deadly floods in Evia, or in the untimely sending of the sms alert in a selected area where the danger is threatened or evolving, as in Mouzaki where on 09-18-2020 the Evdokia – Myrto Plakia, at the fire of a plastics factory in Metamorfosi on 08-15-2020, where I received a message at 14:05 pm while the fire started around 07:00 am, to have the necessary time to protect the lives of residents threatened by it, as far as possible each time.
  • In the selected area where the sms alert is sent, not all the people who are at that moment receive it. Of course, this is a purely technical issue, but it must be resolved with the mobile and fixed telephony providers and the GPA, who should be in charge of solving the problem.
  • The content of the messages sent should not be general, for example, general advice on floods such as:<Μην μετακινείστε...>>, that is, in accordance with the stereotypes of the advice on the GGP or PS site, etc., which in any case have a general application for each of the specific risks, but individualized in a specific geographical area with the same risk characteristics, such as the selected Regional Unit, possibly even smaller. area, for example, municipality, why not municipal unit, etc.

That is, if there are specific characteristics of the risk, which threatens or develops in the specific geographical area, for example, residents of the municipality of Mouzaki de Karditsa, the message must be adapted according to these specific characteristics and even contain specific data and information , for example,<Μην μετακινείστε στην τάδε περιοχή λόγω κατάρρευσης της (χ) οδού ή γέφυρας...κλπ>>. Only these messages will contribute to the complete information of the inhabitants of the selected area and, therefore, to the safe protection of their lives. Of course, for this to happen, it presupposes the perfect and orderly functioning and organization of the current Civil Protection system (immediate information from ESKEDIK by local, regional organizations, etc.), something that I believe we have not reached this level today.

Of course, the previous Civil Protection tool after 01 – 01 – 2020 is not responsible in itself for the loss of human lives due to previous oligarchies, arrhythmias, errors and omissions in sending SMS alerts. Responsibility rests with those legally responsible for the proper functioning of the bodies. In accordance with the current legal framework of its operation<112>>, and specifically from the Organization and Functioning Regulations of the National Center for the Coordination of Operations and Crisis Management (ESKEDIK), it establishes that ESKEDIK is a Special Central Service of the Fire Brigade, it depends on the Secretary General of Civil Protection and is supervised by him . It is further defined that the aforementioned Service is operatively structured, among other Units, in the European Emergency Number Unit (Unit5-112), which operates 24 hours every day of the year.

The European Unit for Emergency Numbers (Unit5-112) implements the Emergency Communications Service of the General Secretariat for Civil Protection. Its mission is to receive and manage all calls to the European Emergency Number.<112>> and send emergency / alarm messages from it. The order of the Secretary General of Civil Protection, for the massive and selective targeting of citizens who are in areas threatened by or where natural, technological or other disasters are developing, is given by the Secretary General of Civil Protection. The warning is sent by sending messages to mobile phones in a selected geographic area with cellular transmission technology or by sending voice messages to landlines or mobile phones, text messages (SMS) or emails (email) to registered citizens.

Enough so far. At last the human losses due to arrhythmias, oligarchies, errors and irregularities must end<112>>. Because the specific provision of services of the General Secretariat for Civil Protection is not responsible for the deaths, as mentioned above, but for the people who manage and have the responsibility of supervising and controlling the operation of the specific Civil Protection tool. If those responsible by law are not able to adequately perform the special duties assigned to them by the State and paid by the taxes of the citizens for their protection and safety against natural and man-made disasters, they must have the courage before they are lost and other lives, give up, otherwise there is a way. The state itself must renounce them before other lives are lost through their insufficiency. The citizen is subject to taxes and therefore has a requirement from the State to guarantee the protection and security of the legally protected life property from the risk of natural and other disasters.
