As announced after the meeting, Mr. Theodorikakos, in the context of the government’s strategic choice for transparency, accountability, good administration and optimal management of the State’s human resources, presented the main axes for the reform of the law 2190/1994 for the ASEP which is known as “Peponi Law».

The need for reform arises from the problems noted in the annual reports of the Independent Authority, but also from emerging conditions (eg. pandemic) of today’s and subsequent years’ civil servant requirements, is typically stated in the relevant government announcement.

This reform initiative focuses on the redesign and modernization of recruitment procedures through ASEP for both regular and fixed-term staff.

And the proposed changes move along the following eight axes:

one. The right person in the right place.
two. Take written tests of Knowledge, Skills and Personality.
3. Verification of skills and personality data of candidates for public officials.
4. Electronization of procedures and development of interoperability between ASEP and the bodies involved in the individual procedures that provide “data inputs” to ASEP procedures.
5. Shorten the completion time for personnel recruitment procedures through ASEP so that the time between the submission of an application from the institution and the announcement of the list of designated individuals does not exceed one year.
6. Repeal of special provisions that establish divergent or punctuated procedures in the sense of the single procedure.
7. Reduction of the administrative burden of the ASEP by building a robust, unified and planned process.
8. Strengthening of the ASEP both in terms of personnel and consultants to allow the performance of its work in terms of efficiency and effectiveness.

Gerapetritis: this is how public sector administrations will be selected

At the same meeting of the Council of Ministers, the Minister of State George Gerapetritis A new framework for the selection of public sector administrations was also suggested, with the following main directions:

– Establishment of a modern framework for the selection by the Government of the administrations of legal persons under public and private law, in order to ensure the effective observance of the constitutional principles of equality and meritocracy, in harmony with the best international practices and without prejudice to its competence. for the final choice.
– Key complement to the legislative initiative of the Government for the Executive State: The separation of the Government from the Administration, through the recognition of critical responsibilities to the Directors General and the Secretaries of Service of the Ministries, is complemented by the provision of a merit right private. This completes the conditions for the institutional restart of public management that contributes to the consolidation of a new relationship of trust with citizens and companies and to the economic development of the country.

– The configuration of the procedure is basically based on the selection process of the Service Secretaries of the Ministries in accordance with the provisions of Law 4622/2019 and includes:
– Pre-exclusion from the selection process of those who cannot be appointed public servants in accordance with the provisions of the Civil Service Code.
Minimum qualifications required, without prior recognition of candidates with specific characteristics, such as those from the public or private sector.
– Preselection by a special five-member Committee for the Selection of Public Executives that compiles a list of the three most dominant candidates.
– Score of three groups of criteria: teachers, experience and structured interview.
– Final selection by decision of the corresponding Minister, among the three candidates included in the previous list.

This regulation will be included in the citizenship bill of the Ministry of the Interior, which is in public consultation, will be voted on in September and will enter into force on October 1, 2020.
