In recent years, Azerbaijan has used its oil revenues on armaments, and recently Turkey has helped its ally by strengthening its front line on its border with Armenia with jihadists from Syria. Last July we had attacks against Armenia. Furthermore, it was not accidental that the homophobia manifested itself in several cities in Europe, the United States, Lebanon, where Azerbaijani citizens of those countries demonstrated calling for “war now against Armenia”. Finally, the gravity of the situation is underlined by the decisions of the Armenian and Artsakh (Nagorno-Karabakh) governments to declare martial law and general mobilization for men over 18 years of age.

The Azerbaijani attack is a new threat to regional peace and stability with dangerous consequences for all. ΔUnfortunately, the possibility of another war is visible.

What is the reason for this new escalation? With the outbreak of the pandemic, was the issue “forgotten” and there was no international mediation as was done in previous years?

Azerbaijan has never accepted a political solution to the Nagorno-Karabakh conflict. Since the declaration of a ceasefire in 1994, it has repeatedly violated the agreement. It is a fact that after the pandemic broke out, the issue was “forgotten” and the mediators did not visit Baku or Yerevan. According to Alessia Vartanian, an expert at the International Crisis Group, there has been no active international mediation effort since the outbreak of the pandemic. Azerbaijan took advantage of the diplomatic “vacuum” to prepare.

Now, what matters at the diplomatic level is to avoid a Turkish “intervention” in this conflict.

Is it true that the Nagorno-Karabakh region has close relations with the Republic of Armenia?

Artsakh was, is and will be Armenian. These are not just two countries that have close relations. These are two countries with a common identity and history. Armenia is the guarantor country for the self-determination of the Republic of Artsakh. Artsakh is a developing democratic state, with an excellent administrative structure and function, with a completely free civil society and an elected government. Is Erdogan’s outspoken support for Azerbaijan another step back in re-establishing relations between Armenia and Turkey?
