The Thessaloniki region remembers an area in a state of war due to the coronavirus epidemic, activating the last weapon available to the Government, which refers to the “mandatory” treatment of patients with coronavirus in private clinics, according to the Ministerial Decision issued by Vassilis Kikilias. The publication of the order of private clinics, raises intense concerns about how the situation will develop, since it seems that the country to function as a single health district is not possible.

The Thessaloniki region and the wider northern region of Greece have been severely affected by the epidemic, with the result that public health structures are not sufficient for the treatment of coronavirus patients. In the past three days alone, around 2,300 new cases have been diagnosed in the prefecture, a large percentage of which require hospitalization. Since hospitalization, even without intubation, lasts many days, it is concluded that the beds in public hospitals are no longer sufficient.

As a last resort, the Government imposes the requirement of private clinics for the treatment of patients with covid. Until recently, we knew that private clinics would help – with unpaid ones of course – the NSS, treating non-coronavirus cases in order to decongest public hospitals. However, the situation has worsened to such an extent that coronavirus cases must be treated.

It should be noted that, as Deputy Minister Vassilis Kontozamanis had pointed out, “the request has been provided by law since the first wave of the pandemic and in fact we have recently enriched the tools at our disposal to order personnel, structures, equipment and so on. Let me also remind you that the prosecution is the last weapon we can use. Because order is not free in the State. “We pay what we ask, be it private or personal.”

Then the release is expected immediately Ministerial Decision (YA) of Mr. Kikilias for the management of private healthcare structures, following the refusal of all clinics in northern Greece to contribute their clinics, where the transfer of coronavirus patients to private clinics in Thessaloniki with … “roadmap”.

It is worth mentioning that aInitially, the possibility of treating Covid-19 patients outside public hospitals and even with the commitment of an entire clinic was discussed with representatives of private clinics. These considerations, however, were immediately objected to by private clinics, mainly due to difficulties in their implementation. In fact, alternatives have been proposed, such as private clinics that COVID-19 hospitals in neighboring municipalities, in order to empty beds there for the treatment of coronavirus cases. A proposal that supposedly found no response from the Ministry.

However, with a provision that was incorporated into a law of the Ministry of Justice at the beginning of November, the Ministry of Health redefined the possibility of ordering, or more precisely, forcing that public structures and health establishments be available to the public. Status, until February 28, 2021.

Meanwhile, two days ago, a JMC was issued by the Ministries of Health and Finance, which regulates the compensation of private clinics for the treatment of patients with Covid-19.

The next step of the ministry was taken when the Secretary General of Health Services sent an ultimatum to the Association of Greek Clinics (SEK) and the Panhellenic Association of Private Clinics (PEIK) asking them to declare before 9:00 p.m. last Thursday for the night, 200 beds for patients with Covid, in the Thessaloniki region.

In fact, it was clear that if there is no response, then the Ministry will proceed with the solution of the universal imperative. There was no positive response, neither in the discussions nor in the ultimatum.

Thus, today a Ministerial Decision will probably be issued, which will activate the request and regulate the procedure, to start the transfer of patients immediately. In practice, the private clinic will receive a checklist and the employee will receive a worksheet. In fact, if a head of a private clinic rejects the request, then the governor of the respective Health District will have the opportunity to replace him.

The order means that no clinic can refuse the treatment of a patient who will be transferred to its facilities, as long as it has the relevant documents. Its treatment becomes mandatory.
