The panic was sparked by a knife attack near the Notre Dame church in Nice.
The perpetrator was quickly arrested by municipal police, according to the Twitter post by Christian Estrosi, mayor of Nice.
Two people died and many were injured, with no reason for the attack. Killed by the attack, which took place shortly after 9 a.m., it is a man and a woman.
A security perimeter has been created around the church, located in the center of the city.

Nice Mayor Christian Estrosi confirmed that the alleged perpetrator had been arrested and thanked the police for their quick response. Next to, he estimated it to be a terrorist attack.
The attack comes shortly after the beheading of Professor Samuel Patti in a Paris suburb.
The French Interior Ministry is holding an extraordinary meeting on the incident.
The attack took place just one day after the French Interior Minister warned that the terrorist threat in the country is “very high” amid mounting tensions following the beheading of a French teacher in an apparently Islamic attack.
Gerald Darmanin said France must continue to fight “rampant Islamism that arms people ideologically.”
