REPORT
The grassroots trade union organization “Union of Employees of the General Hospital of Elefsina” THRIASIO, which has its headquarters at the hospital headquarters (Av. G. Gennimata, Magoula, 19600) and is legally represented.
1. The members of our Association are the employees of GNE “THRIASIO”.
2. The purposes of our association cannot be exhausted in the interests of its members. His defense, however, directly affects the safe treatment of patients, that is, the health of citizens.
3. Articles 38 para. 2 and 40 par. 1 of the CPP require that the criminal acts prosecuted ex officio be reported to the Prosecutor’s Office. Any silence, we believe, is acceptable. Our association fulfills this obligation with this report, which is addressed to you.
4. The State, through its organs, must ensure the health of all citizens. This is the general requirement of art. 21 paragraph 3 of the Constitution. This concern acquires practical interest by acts or omissions of its individual organs.
5. The provision of health services and the operation of hospitals are subject to regulations. Violation of these rules makes the operation of the hospital dangerous primarily for patients and staff.
6. Covid-19 disease is a new disease. Its pandemic nature cannot justify forcing doctors and other workers to agree to serve in a hospital for illness. Treatment of other diseases cannot be neglected by invoking the spread of the Covid-19 epidemic.
7. The treatment conditions of dozens of patients endanger the general functioning of GNE THRIASIO. Our opinion is that the crime of art. 306 of PK., But also art. 259 of the PK. Specifically, as we recorded since 03.03.2021 and with the no. prot. 546 / 03.03.2021 our document, which we send to the Minister of Health and his Deputy, but also to the Commanders of the Second Ministry of Health and the GNE THRIASIO:
A hundred patients with COVID -after the recent vigil on Saturday, March 6- are being treated, occupying all the available spaces of the clinics on the 4th floor, in dangerous conditions, as confirmed by repeated documents from the Hospital Infections Committee, the Director from the Medical Clinic. Service, and the director of the Pulmonary Clinic.
Following orders from the 2nd RAE leadership, more than 46 additional COVID beds (ICU and hospital care) were recently developed, without any substantial support with staff, but only with relocations of existing departments, already understaffed, creating serious problems in their operation.
The result is the dangerous conditions of hospitalization of patients, since only 10 specialist doctors and 5 specialized pulmonologists are responsible for dozens of patients, COVID and not, who are scattered in different clinics on different floors of the hospital. The example of the Pulmonary Clinic is typical, where there is only one doctor on call for 69 patients!
For the development of the 9 new beds of the COVID ICU, the doctors of the General ICU and of Anesthesiology were relocated, which resulted in their unsafe operation, while the ICU COVID clinic still has orthopedists, surgeons and cardiologists.
Similar is the shortage of nursing personnel in Pneumology, Pathology A and B – where the same workers, since the beginning of the epidemic, are on the verge of exhaustion – but also in ENT, Neurosurgery, Orthopedics and Surgery, where they are treated pathologically. and surgically.
The nursing staff in the General ICU and in both the hospital’s COVID ICUs is very insufficient, where nurses are forced to stay for many hours, dressed in protective uniforms, since they are not enough in each shift to meet the increased hospitalization requirements . . while ambulances, ward aides and physiotherapists are not enough to meet the growing needs. There are constant movements of nurses to cover, in a casual way, the daily operating needs.
In order to save nursing staff and beds, in addition to cuts in routine surgeries and outpatient clinics, extensive clinic contractions continue, resulting in drastic reduction of their function (e.g. Orthopedics, Neurosurgery, General Surgery, ENT, Surgical Surgery, etc.). In fact, THRASIO Hospital, which is the only one in West Attica, is in danger of becoming a “one disease hospital”, leaving hundreds of patients with other diseases exposed.
At the same time, although cases of SARS-CoV-2 infection are routinely reported in workers and patients, systematic screening is not yet performed. mainly the measures provided by PD 102/2020 ARE NOT APPLICABLE. For example, there are no negative pressure chambers, and doctors themselves provide medical care for COVID and non-COVID patients, even in high-risk groups.
8. From the above, it can be inferred that an attempt is made to present a virtual reality and thus hide the serious problems that all patients and hospital personnel experience every day. However, this practice is not the correct concern for the health of citizens and is a risk exposure for patients as well as for doctors, nurses and other personnel. It is not insignificant that the daily update is limited to the number of new cases of Covid – 19, Covid – 19 intubated and deaths from Covid disease – 19. The increase in morbidity and mortality caused by the INB conversion is overlooked. THRIASIO essentially in a hospital “a disease”.
9. In the name of treating Covid-19 disease, everyone is at risk, due to the irrational policies that continue to be applied, while, at the same time, everyone emphasizes the risk of spreading Covid-19 disease. According to the above, the spread is intensifying and the transmission of the disease to patients and hospital staff.
10. It is highlighted that the experts propose the appropriate measures and the political leadership implements. It is true that we do not know exactly what is being discussed, how it is being discussed and what is literally being decided. It is no coincidence that the minutes of the experts’ meetings have not been published. Although, therefore, any restrictive measure that is taken to the detriment of the individual rights of citizens is said and justified, in GNE THRASIO this does not take into account what the hospital experts suggest. We refer specifically to the documents that were drafted and responsibly signed by the President of the Hospital Infections Committee, the Director of the Medical Service, the President of the Scientific Council and the Director of the Pulmonary Clinic of GNE THRIASIO, which we present.
11. We are sorry for what is happening. We believe that in these critical moments everyone must take a position.
12. We are of the opinion that the mandate to investigate our report by convening and presenting the responsible competent bodies is likely to highlight criminal responsibilities and interest. At the same time, it will contribute substantially to the effort of doctors, nurses and hospital staff in general in the treatment of Covid-19 disease, but also to the provision of treatment to each patient, which cannot be recorded as collateral loss.
