The government released the National Vaccination Operational Plan against COVID-19, codenamed “Operation Freedom,” on Wednesday afternoon.

As is well known, vaccine deliveries will be gradual, prioritizing vaccines to specific population groups.

As suggested by the National Immunization Committee, the plan will initially focus on teams with the highest priority.

In the first phase of vaccination described in the Freedom plan, the following will be vaccinated:

-Social and health services personnel

-Residents and nursing home staff

-Residents, patients and staff of assistance structures for the chronically ill and rehabilitation centers

-Priority staff for critical government functions

In general, Greece will receive vaccines gradually from at least six producers, beginning with the first receipt from Pfizer / BioNTech.

The Operational Plan provides for the protection of vaccines during their transportation within the country by the distributors of the Production Companies with the support of the Greek Police. The person in charge of the next income of the Production Companies is the Coordination Center of the Ministry of Civil Protection and Crisis Management. The responsible coordinator will inform the Storage Centers about the receipts, with the information provided through a central application, developed by the Ministry of Digital Governance, especially for the purposes of managing the COVID-19 vaccine supply chain.

The teams of the Storage Centers will be made up of employees who have been trained in the control and compliance with the vaccine handling specifications of each Production Company during reception.

Each Storage Center will be assisted by three officers of the Armed Forces, who will attend, monitor and support the receipt of vaccines by the Producers.

Given the geomorphological characteristics of our country and the distribution of its population, the vaccines will be stored in five (5) approved warehouses that comply with all the necessary certification protocols. More Storage Centers can be activated in proportion to the volume and special characteristics of storage and distribution of vaccines, which will be received by the Production Companies. Each Storage Center will have specific Vaccination Centers based on the distance between them and the time necessary to cover this distance, in order to minimize the time they remain in transport mode (for Pfizer / BioNTech and Moderna vaccines).

The storage centers are equipped with a sufficient number of freezers, which meet the specifications of even the most demanding vaccines (such as BioNTech / Pfizer, which requires storage conditions of -70 to -80 ° C).

The freezers have a suitable temperature recording system installed to constantly monitor freezing levels and automatic update (pre-alarm) in case of temperature deviation.

As it became known, during the first receptions of preparations from the Producing Companies, the available doses will be limited in number, according to the distribution among the Member States of the European Union that has been specified by the latter based on population criteria.

On a daily basis, the Storage Centers will carry out a quantitative inventory of the vaccine stock at the end of the day, at least in the places where the orders were placed. During the quantitative inventory, officers of the Armed Forces will be present and monitored. After daily inventory, warehousing centers will update the central supply chain application.

The security of the storage centers will be ensured with the assistance of the Greek police and the Greek fire brigade.

Appointment scheduling

As of January 2021, the Citizen can schedule their vaccination appointment, in the following ways:

• After connecting with the TAXIS data on the website http://emvolio.gov.gr.

• Confirmation of the proposed appointment by text message (SMS) in the 5-digit code for exclusive use (13034).

• For Citizens, who are not familiar with technological means, visiting the KEP or pharmacies. The Citizen will receive the unique code-number of the appointment, as well as the QR Code, depending on the way in which the appointment has been scheduled. It is observed that through the application of appointments the repeated vaccination is planned at the same time.

The Citizen delivers the appointment code or the QR Code and the identifying element (identity card, passport, etc.) to the personnel of the Vaccination Centers. The staff, using the dating app on tablets, will scan the QR code or search for the appointment based on the code number and confirm it.

Next, the required questionnaire prior to vaccination will be answered, which will include both general and specific questions depending on the vaccine to be administered. Based on the answers to the questions, and after the doctor evaluates the clinical picture, decides whether to proceed with the vaccination and prescribes.

Likewise, the Vaccination Center enters the details of the vaccine packaging in the electronic application, which was used for the Citizen’s vaccination. In this way, the traceability and pharmacovigilance process is enhanced. If necessary, the application informs the doctor about the date and time of the recurrence.

The entire procedure will take about 30 minutes (15 minutes or history and vaccination record and 15 minutes or wait) and the vaccination center will be open from 07:00 to 21:00 at night.

A doctor, a nurse or a health visitor will be present for the vaccination in each of the 3 rooms, while there will be a supervising doctor at the vaccination center.

According to the calculations of those responsible for the vaccination center, it will be possible in terms of time, to vaccinate up to 170 people a day.

Only those who have an appointment will arrive at the vaccination center and before the doctor prepares the dose of the coronavirus vaccine, the medical history of the citizen will be recorded, while also completing the relevant questionnaires.
