What does the new regulation provide?
It provides a broader institutional framework for modern distance education, especially now that we are gradually reopening schools, with the possibility that some students may be absent for specific reasons. Particularly:
• It is foreseen, as announced, the possibility of simultaneously teaching the students who participate in the course with physical presence and the students who participate remotely, in case of epidemic disease (such as the one we are experiencing now due to the COVID crown -19)
• In addition, in the event of an emergency or unforeseen event, the possibility of modern full distance education is provided during the emergency or unpredictable condition (eg, in the event of a natural disaster).
As an exceptional provision, modern distance education has also been established in our country, to mitigate the adverse effects in cases of health crisis or other emergencies.
In addition to general regulations for modern distance education, when an emergency or unpredictable event is anticipated, the regulation also provides for the possibility of simultaneously teaching physically and remotely present students in special circumstances. Why are you presenting this specific configuration?
Concurrent instruction for students who participate in the course with physical presence and others who are absent and participate remotely through modern telecommunications is provided exclusively in epidemic cases. This is exactly the need we are experiencing now during the gradual reopening of the schools.
The Ministry’s concern is that no student should be left behind, that is, that those students who should stay home should not be excluded from the educational process. Do not be punished, because they protect the health of themselves, their families, society in general, they remain outside the classroom, following the recommendations of the experts. Without the live streaming option, pupils, students, and alumni can be left without any learning process for months.
When the State provides the possibility for some students to remain out of school for reasons of precaution for the protection of individual and public health, it is also an evident obligation of the State to guarantee the access of these students to the educational process remotely.
Is lifelong learning replaced?
Certainly not. Modern distance education cannot replace lifelong learning. It is a useful emergency tool in case of an emergency, so that students do not stray from the learning process during the period during which the above extraordinary conditions prevail.
Is there a video recording of the lesson in the classroom?
No. The provision stipulates that in these cases of epidemic diseases, such as the one we are experiencing, only live audio and video transmission in real time is allowed, while teaching lasts, with the only recipients of the students. Recording and storing the delivered lesson is expressly prohibited.
Will cameras be installed in classrooms and will they be recorded?
No. Camera will not be installed in classrooms. Simple portable electronic equipment, such as that used for distance learning, ie computer, tablet, mobile device, any available device, will be used that meets the needs of connecting the teacher with his students for this purpose. Students will also be able to connect through a landline phone, with a free charge.
Can anyone digitally connect to the physical class?
No, the link through which the students who stay at home connect for reasons of protection of individual and public health is granted exclusively by the teacher. Before connecting these students to the classroom, the teacher must first allow them access to the platform. The teacher has full control over the incoming participants and the entire process of modern tele-education.
Is it a matter of personal data of the students?
To guarantee the protection of any personal data, the Ministry of Education and Religion has taken all appropriate measures. The provision was formulated after consulting with the Personal Data Protection Authority and incorporates more guarantees than even those required by EU law and Greek law. Also, the download will focus only on the blackboard and / or the teacher, and not on the students. The teacher maintains the ability to silence a student’s voice, or even interrupt the broadcast, if necessary.
Is the simultaneous transmission of the lesson through the classroom through modern telecommunications mandatory in the case of an epidemic disease?
The regulation provides for the possibility of distance education, using technology for the simultaneous transmission of a lesson in real time by a teacher.
As mentioned above, simultaneous teaching to students, who participate in the course with physical presence and to others who are absent and participate remotely, is provided only as a possibility and only in case of epidemic disease.
