By Joint Ministerial Decision of Deputy Minister of Finance Theodoros Skylakakis and Health Minister Vassilis Kikilias, beds are “recruited” even in private or military hospitals, in the fight against coronavirus

Specifically, the JMC foresees the commitment of facilities, spaces and beds until 09.30.2020 in the higher health structures of the NSS and in military hospitals exclusively for the treatment of people suffering from coronavirus, depending on the needs that arise and the availability of the hospital.

It also points out that by decision of the administrators of these structures, the process of transferring patients who do not suffer from coronavirus from these clinics to other treatment areas, to other public structures, is determined. As it establishes that in case the beds in the public structures are not enough for the transport of the patients, “the nursing beds and the ICU beds may be available in the private clinics-clinics, which have according to their license of operation of the respective patient care departments, above the number of those available to EOPYY under the relevant Memoranda of Cooperation, in accordance with article 21 of the EKPY “.

Patients transferred to ICUs from private clinics, in case the treatment continues in a single ward, are transferred to the structures of the NSS, if available.

Article 1

Availability of hospital facilities, facilities and beds

1. The commitment of facilities, premises and beds until 09.30.2020 in the tertiary health structures of the NSS and in military hospitals exclusively for the treatment of people suffering from coronavirus, depending on the needs that arise and the availability of hospitals.

2. By decision of the Governors of the previous structures, the procedure for transferring patients who do not suffer from coronavirus from the aforementioned clinics to other places of hospitalization to other public structures is determined.

3. In the event that the beds in public structures are not sufficient for the transport of patients, hospital beds and ICU beds may be available in private clinics, which have according to their operating license the respective departments for the patient care, such as exceeding the number available to EOPYY under the relevant Memoranda of Cooperation, in accordance with Article 21 of EKPY.

4. Likewise, with a decision of the Administrators of the structures in paragraph 1, the supporting documents necessary for the referral of patients to private clinics are specified.

5. Patients transferred to the ICU from private clinics, in case of continuing treatment in a simple ward, are transferred to the SNS structures, if there is availability.

Article 2

Compensation procedure for private clinics

1. In the event of a necessary transfer of a patient from a public hospital to a ward of a private hospital-clinic, prior relative consent and acceptance of the incident by the private clinic, the treatment is reimbursed according to the patient’s medical history , either with KEN or with daily hospitalization. the exceptions to this, as described in EOPYY’s EPYY.

2. In the event of hospitalization in the ICU of a private hospital-clinic, the daily ICU compensation price, for the application of this document, corresponds to the daily hospitalization of para. 8 of article 21 of the EOPYY EKPY (BD 4898/2018), multiplied by the salary cost rate 2.09, as provided in n. Υ4α / οικ.105494 joint ministerial decision (Β ‘3096/2012). Excluding the UCI daily allowance price, they are defined as follows:

a) Medical operations: -Renal function replacement therapy (Dialysis, Hemofiltration, Hemodialysis)

b) Medicines belonging to the following categories:

me. Antineoplastic drugs (chemotherapy, hormones, hormonal antagonists, etc.), as well as drugs indicated as adjuvants to chemotherapy.

ii. Parenteral anticoagulants.

iii. Hematopoietic growth factors (erythropoietin, G-CSF, etc.).

iv. Fibrinolytic and thrombolytic drugs.

v. Human normal immunoglobulin for intravenous use (IVIG) and human anti-D immunoglobulin.

saw. Systemic agents, immunomodulatory agents, such as monoclonal antibodies, immunosuppressive drugs, interferons, and other cytokines.

vii. Parenteral corticosteroids.

viii. Contrast agents and radiopharmaceuticals.

ix. Surfactant substitute.

X. Plasma, plasma substitutes and derivatives.

xi. Medicines of section 2 of article 12 of law 3816/2010.

xii. Parenteral nutrition

xiii. Plasma, its substituents and derivatives.

3. If surgery is required due to the clinical condition of the patient in the ICU, then it is compensated with the KEN price of the main disease, according to current legislation, calculated with a salary cost factor of 2.09 over the price. of KEN (BD 3096/2012) plus the exceptions hereof. This calculation also applies to the price of the day hospital, as it is valid, when used in KEN and in cases where the hospitalization exceeds the KEN Average Length of Hospitalization plus the exceptions hereof in all cases. In special operations where there is no KEN correspondence, then the nursery is reimbursed with those previously excluded, the special implants and special materials necessary for the performance of an operation, as well as the therapeutic means, implantable or not and prostheses. Non-budgeted medical operations materials and disposable materials are not reimbursed, if there are reusable materials respectively, as well as unbudgeted medical operations materials.

4. Patients are not charged medical fees or hospitalizations.

5. EKAB is responsible for coordinating and supervising the process of transferring patients from public hospitals to the infirmary or private clinic ICU, following their relevant daily information on the availability of inpatient beds and ICU beds, as well as incidents.

6. The previous compensation procedure of the private clinics-clinics contracted by the hospitalization beds and ICUs that will be assigned to EKAB, exceeds the number of those available to EOPYY under relevant Memoranda of Cooperation in accordance with article 21 of the EKPY and They will be presented to EOPYY separately and will be covered by the extraordinary financial support of EOPYY, which is defined as the executing body in accordance with the fifth article of the Law on Legislative Content 25.2.2020.

Every detail for the process of presentation, control and reimbursement of expenses is regulated by decision of the EOPYY Board of Directors.

7. For the above expenses, the automatic return mechanism (clawback) and the staggered monthly return percentage of article 100 of Law 4172/2013 do not apply.

Article 3

Special arrangements to increase existing and available ICU beds

As an exception to the existing provisions, the increase of up to 40% of the ICU bed capacity per private clinic, with the necessary medical equipment and existing medical and nursing staff, is possible simply by notifying the private clinic to the Region. competent to which they belong. to the technical service and to the Directorate of Organization and Operation of Nursing Units and Bodies of the Ministry of Health. These beds will be available exclusively to meet the needs of the population by the National Health System. At the end of the crisis, the specific ICU beds are required to undergo an aptitude test for their maintenance, otherwise they will be automatically abolished.

Article 4

Expense coverage

The expenses for the execution of this document are covered with extraordinary financial support from the State budget, according to the fifth article of the Legislative Content Law of February 25, 2020 (A ’42), as ratified with article 1 of the law 4682/2020 (A ’76), and / or based on the regulations relating to the special reserve of COVID-19, which is estimated at a minimum of thirty million (30,000,000 euros), as it cannot be estimated with precision the needs that may arise. the development of the spread of coronavirus disease. The previous case also includes financial aid granted to the Ministry of Health with no. 2/10729 / 26.02.2020 decision of the Minister of Finance.
