The 21 meters of support Work market and protection of employees Y unemployed for the month of November announced on Friday the Ministry of Labor.
The 21 meters are the roadmap for the protection of workers from the effects of the pandemic on the labor market and, in combination with other government measures, are the shield of the Greek economy against the second wave of Covid-19, according to the notice.
The measurements are as follows:
- Suspensions of employment contracts and special purpose compensation based on the calculation of the amount of 800 euros for the month of November 2020
- Suspensions of employment contracts estimated at 800 euros instead of the 534 lump sum for the month of November 11, 2020, with a view to the Christmas holidays. The measure covers all employees who have been hired until 4.11.2020.
- With regard to the Christmas gift, which is paid between 12.21.2020 and 12.31.2020, the state will pay employers the proportion for the period of time that employees were suspended, calculated in the amount of 534.
The following two categories of employees are entitled to special purpose compensation
- Employees whose employment contract is mandatorily suspended and work in companies that are closed by state order under KAD
Specifically:
- From 3.11.2020 to 11.30.2020, the employment contracts of employees in companies whose operation was suspended by state order on 3.11.2020 in specific Regional Units are suspended, before the announcement of generalized measures for the entire territory,
- From 11.7.2020 or any other date different from the start of the measure of suspension of operation of companies with state order, for example hairdressers, until 11.30.2020, the employment contracts of employees in companies whose operation was suspended by order state after the announcement of measures for the entire territory.
The difference in the start dates of the suspensions exists because until the moment in which the operation of the companies is suspended by state order, the employee delivers his work to the employer, who will pay the employee the salary and will cover the insurance contributions corresponding to the day of the month you worked.
On the contrary, from the moment in which the operation of a state-mandated company is suspended, the suspension of the employment contract is activated and the State now takes over the payment of the special purpose compensation and the coverage of the contributions of the insurance for the amount of the employees’ nominal salary.
2. Employees whose employment contract is suspended partially or throughout the month in companies that are characterized as affected for the month of November, the generalized list of KAD of APRIL 2020 applies.
Examples
An employee in a company closed with a state order based on KAD in Thessaloniki is suspended since 3.11.2020 and will receive 747 euros (calculation at 800 euros for 28 days of suspension)
An employee in a closed company with a state order based on KAD has been suspended since 7.11.2020 and will receive 640 euros (calculation at 800 euros for 24 days of suspension)
An employee of a hairdresser / barber shop / beauty center that closes with a state order on 11.9.2020 is suspended from 11.9.2020 and will receive 587 euros (calculation at 800 euros for 22 days of suspension)
An employee of an affected company based on KAD that has been suspended since 1.11.2020 will receive 800 euros or the ratio of 800 euros for the days of November that are suspended.
In any case, for those employees who are in a state of suspension, the state covers the total of the insurance contributions calculated in the amount of their nominal salary.
In the case of companies that forcefully or do not suspend their employees, it is forbidden to make redundancies and if they do, they are invalid.
For affected companies that suspend their staff, the clause of maintaining the existing number of employees for one month after the activation of the suspensions also applies.
Measure 2: 50% mandatory telework for those employees whose work can be done remotely / horizontal measure
All companies operating across the country, affected or not, are required to put 50% of their employees to telecommute if their work can be provided remotely.
Teleworking is manifested in PS ERGANI with form 4.1.
In case of non-compliance, a penalty of 3,000 euros is imposed on the company.
Example
The insurance company employs 50 office workers and 20 artisans.
The company is obliged to telecommute the 25 office workers who can carry out their work remotely, but not the artisans. The 50% calculation is based on the number of employees who can provide their work remotely.
Financial support for the unemployed
- Unemployment benefit is extended by 2 months to the unemployed whose unemployment benefit expired in September, October, November and December
- A new one-off financial aid, amounting to 400 euros, is granted to the unsubsidized long-term unemployed. It is about 130,000 long-term unemployed.
- The “Collaborative” program continues for all operating companies affected or not.
- The recruitment program remains open for 100,000 new subsidized jobs.
- Presentation of unilateral declarations by seasonal tourism workers in order to receive compensation of 534 euros for the month of October.
- Presentation of unilateral declarations for artists registered on the artists platform, in order to receive a special monthly grant of 534 euros for the months of September and October.
- Presentation of unilateral declarations for guides and tourist sessions in order to receive a monthly special purpose grant of 534 euros for the months of September and October.
- The proportion of leave compensation is paid for employees who are suspended in hotels for 12 months, estimated at 2/25 per month of suspension based on the calculation of the amount of 534 euros.
- For the period between 1.9.2020 and 12.31.2020, employer insurance contributions are paid from the state budget for 12-month hotels that during the period between January 2020 and August 2020 had gross income lower by at least seventy percent (70%) of the corresponding period of the year 2019.
- Cultural companies are subsidized with 40% of the seats for spectators instead of 10 euros for theaters and 4 euros for cinemas in proportion to the number of performances, with the obligation to return 20% of the subsidy in the form of social input to vulnerable groups of the population. The measure is valid for the months of October to December.
- The state budget covers 80% of salary and non-salary costs for a period of up to 12 months in tourism companies of 12 months with more than 50 full-time employees, who will implement investment plans in energy and building improvements in their facilities .
- Special purpose remuneration of 534 euros for a period of 3 months for employees of companies located in the regions affected by Ianos. Among the beneficiaries are also the employees of these companies who were laid off within the period 18.08.2020 -29.09.2020.
- Coverage of employees affected by the earthquake in Samos with special purpose compensation of 534 for 3 months.
- Extension of special purpose permits for parents whose children attend high school.
- Special purpose remuneration of 534 euros to cover the insurance contributions of employees belonging to vulnerable groups and whose employment contracts are suspended due to absence from work due to serious illnesses.
- Subsidy of total contributions to air and coastal transport insurance until 12.31.2020.
- Flexibility to go to and from work to decongest public transport.
- For companies whose operation is suspended by order of a public authority, it is possible to suspend the payment of the installments of regulated insurance debts, payable in November. Your refund is postponed in the corresponding installments, at the end of the current agreement.
- For employees whose employment contract is suspended, throughout the territory, it is possible to suspend the payment of the installments of regulated tax debts, payable in November and their amortization is postponed to the corresponding installments, at the end of the current regulations.
- Employees who are suspended from employment nationwide are entitled to a mandatory 40% reduction in rent for their primary residence, but also for their children’s student residence.
