A unique opportunity to boost the development of the country are the digital projects that will be financed by the Recovery Fund in accordance with the National Recovery and Sustainability Plan “Greece 2.0”, recently presented by Prime Minister Kyriakos Mitsotakis. The significant digitizations refer to mortgages, urban planning, cadastre, hospitals, justice, social security.

Smart cities, the digitization of state archives for faster service to citizens, the digitization of KEP, but also submarine cables in the Greek islands and the development of a microsatellite network, are some of the main digital projects already included. in the Digital Transformation Book, which is the country’s strategy, according to the Minister of Digital Government, Kyriakos Pierrakakis.

Specifically, with regard to citizens and companies:

• Action plan for the provision of “customer-centric” digital services by the public administration: Preparation of an action plan for the provision of “customer-centric” services aimed at Greek citizens served by the public administration .

• Interconnection and interoperability of public registers and systems: Design of an integrated database and antecedents for the interconnection and interoperability of individual registers and systems and individual applications between public sector organizations. • Digital transformation of KEP: Modernization and completion of the digital transformation of the Citizen Service Centers (KEP) so that they can serve citizens remotely (by videoconference) and development of new applications (evaluation systems, mobile services, ticket vending machines)).

• Updating of digital skills in military service: a project that aims to integrate the retraining program and training in digital skills of recruits during military service.

• Establishment of an integrated relationship management system (CRM) with citizens and companies: Design, development and implementation of an information system to manage any type of transaction or interaction of the public administration with citizens and companies. The project will lead to an individualization of the approach with citizens and companies and will promote a higher level of services.

• Smart cities: Complete digital transformation of cities selected on a pilot basis, through the integrated development of infrastructure and digital services of their municipalities, which improve the daily life of citizens. It is about digital updating of critical areas such as parking, waste management, traffic, health, water supply, etc.

• Fast broadband switching – 100/200 Mbps (UltraFast): The reform includes the development of an extensive high-speed broadband infrastructure network, with the installation of fiber optics in buildings, as well as submarine cables in the islands to cover around 2,400,000 broadband. citizen services.

• Create a digital business ecosystem and introduce tax incentives to facilitate the digital transformation of SMEs: The reform aims to create a digital business ecosystem that promotes the digital transformation of SMEs by: (a) increasing the digital awareness of executives of companies and (b) Directly encourage investment in digital transformation, using tax incentives on tangible and intangible assets to change the business environment and increase investment in modern digital technologies.

Regarding the reforms and investments for the digital transition of the state are:

• Continuous integration of new technologies (cloud computing, business intelligence-AI, artificial intelligence-AI, machine learning, etc.) in public administration: the reform aims to develop an innovative and stable basis for the integration of new developments technological (for example, cloud computing, Business Intelligence-AI, Artificial Intelligence-AI, Machine Learning) in public administration. Special emphasis is placed on the collection, storage and presentation of data and the proper maintenance of systems and infrastructure.

• Development of the microsatellite network: Project related to the provision of support to telecommunications services, national security, cartography, spatial planning, maritime transport, agriculture and other sectors of the economy, providing critical support for investment in new technological solutions.

• Fifth generation wireless networks (5G) in the National Highway Network: Development of the 5G wireless network infrastructure on Greek roads (2,011 km).

• Submarine cables in the Greek islands: Connection of the mainland with the Greek islands and with Cyprus through modern fiber optic submarine cables.

• Installation of fiber optic in buildings: Installation of fiber optic infrastructure in buildings in order to accelerate the adoption of next generation infrastructure by citizens.

• Management and governance of public sector data and guarantee of compliance with (gdpr): Establishment of a central data governance framework to guarantee and monitor the reliability, privacy, usability and standardization of the data hosted in the computing infrastructure in the cloud in accordance with law 4727/2020.

Invest in the improvement of cybersecurity in the State and creation of a National Cybersecurity Center: Development and implementation of a cybersecurity strategy and protection of systems, data and information. Establishment of a National Cybersecurity Operations Center.

• Upgrading the central cloud computing infrastructure (cloud computing): Efficient digitization and interconnection of public services is achieved through the installation of new cloud computing infrastructure and services.

• Development of a central licensing hub: The project will promote a higher level of services from a single digital point, such as seeking the issuance of any license (eg Construction, operating licenses, environmental permits, etc.).

• Ensure business continuity in the public sector: Plan to ensure business continuity (business continuity), in the public administration and the necessary equipment for its implementation. The objective is that public servers can, if necessary, fulfill their obligations remotely, creating all the required secure infrastructure (VPN networks, G-Cloud, etc.).

• New public procurement system: Redesign and implementation of a new public procurement information system to complete its electronic implementation and integrate new advanced interoperability services. The objective is greater transparency and speed in the execution of public works and acquisitions and saving public resources.

• Improved telecommunications services to the State: Expansion of the National Public Sector Network (SYZEFXIS II) for the provision of improved telecommunications services to all organs of the general government for three consecutive years. The existing system of the National Public Administration Network “SYZEFXIS”, which currently covers only 4,500 public bodies. Public bodies have access to improved telecommunications services and the public can more rationally plan expenditures for their telecommunications needs (landlines, mobile, as well as data / internet services and teleconferencing).
