An ambitious plan that aims to “transform” the Highway Code and the road safety sector was presented yesterday by the direction of the Ministry of Infrastructure and Transport.
The main axes of the plan were analyzed by Minister Costas Karamanlis and Deputy Minister Giannis Kefalogiannis and it turns out that they bring significant changes. Among other things, the plan foresees the creation of an online access platform to the points system, the teaching of Road Safety Education in schools (from primary school), the change of the philosophy of driving tests, the revision of the KOK and special conditions for a driving instructor.
A key point of the road safety plan is also the KOK infractions and fines.
New KOK: the 5 basic changes for fines and infractions
The 4 main changes in fines and infractions included in the road safety plan, with the reform of the KOK, are the following:
1) Categorization of KOK violations according to degree of danger and frequency
Emphasis will be placed on the five most frequent KOK violations that result in serious injury or death in a car accident: speeding, failure to wear a seat belt by all occupants, failure to wear a helmet by the driver and the driver. co-pilot, driving under the influence of alcohol and drugs, using a mobile phone.
The infractions will have graduated, and not high, fines, combined with administrative sanctions.

2) Separation of penalties with the basic criterion of differentiation of driving behavior or vehicle condition

The KTEO supervisors will be PE accredited private engineers who will conduct an on-site re-inspection, at the KTEO “gate”, of the vehicle that has just passed successfully. In all vehicles that are subjected to inadequate inspections there will be penalties that under certain conditions will lead to the revocation of the operating license. Further, the penalty for the faulty owner will be toughened, while administrative sanctions such as the elimination of traffic data will be imposed.
3) Reduction of average speed in urban areas
When a car is moving at a speed of 30 km / h, the probability of fatal injuries for a pedestrian, who will be hit, is 10%. If the car moves at 50 km / h, the chance of fatal injury to the pedestrian skyrockets to 80%.
For this reason, the maximum speed limit in residential areas it will go down to 30km / h.
4) Ensure the imposition and collection of the fine
The Ministry of Infrastructure and Transport in collaboration with the Ministries of Digital Government, Citizen Protection and Finance has begun the redesign and implementation by electronic means of the process of certification and collection of infractions to the Code of Civil Procedure.
The objective is twofold: to end the regime of widespread belief in impunity and to increase the income of local authorities.
Any offender of KOK will know that they will have to pay the fine and the administrative procedure will be as follows:
1. Confirmation and registration of KOK violations by electronic means.
2. Provide that the responsibility for infringement imposed in the absence of the driver (cameras, radar) be attributed to the vehicle owner.

Based on current legislation, KOK’s fines are reciprocal and are resources of the local authorities of the area where the violation occurred.
It is proposed to establish a National Road Safety Fund. The amounts of the KOK fines will continue to be reimbursed in favor of the corresponding local government, but it will be ensured that they are invested in policies to improve road safety in the context of the implementation of SVAK.
The main characteristics of the fund will be:
1. Establishment of a legal entity under the supervision of the Ministry of the Interior with the participation of representatives of the Ministries of Finance and Infrastructure and Transportation and KEDE.
2. The Fund will be the main mechanism for collecting the sums of money from the KOK fines. It will distribute the amounts to the Municipalities based on the geographical distribution of the fines.
3. The Municipalities will report to the Fund the road safety actions that they implement.
4. The Fund will establish a mechanism to monitor road safety actions based on achievement / performance indicators.
5. Provide knowledge and advisory function to the Municipalities.
5) Establishment of an electronic procedure to follow up on KOK violations
