The digital platform «Building Identity»It has been in full operation since the beginning of the new year. For one month, until January 31, 2021, the new system will operate on an optional basis, in parallel to the current procedure. The adjustment period ensures a smooth transition for engineers and avoids legal transaction cessation.

After this expiration, the registration of the Electronic Identity of the Building and the Divided Independent Identity of the Property will be mandatory and will be done exclusively electronically and free of charge.

The purpose of the Electronic Building Identity is to record the current status of the building or shared property and its permits, as well as to monitor and control its changes during its life. The new system ensures the release of the property’s identity by the engineer who performs the initial registration. This avoids the hostage-taking of owners that has been observed to date in a number of processes.

The Electronic Identity of the Building will be the last step in the final settlement of arbitrary buildings that have been included in the relevant laws. Only with its acquisition will the settlement be considered complete.

The obligation to enter the institution has:

(a) new buildings and subdivisions for which new building permits are issued;

(b) Oldest buildings at the time of your transfer.

For the presentation of the Electronic Identity of Buildings, based on law 4495/2017, buildings are divided into two categories:

Category I:

to. Buildings that belong to the State, Local Authorities and the NPDD and buildings that house their services

second. Public buildings (theaters, cinemas, event halls, conference centers, exhibition buildings), including libraries, museums, sports facilities, MMM transfer stations

C. Service stations, garages or car washes

d. Tourist accommodation of more than 300 square meters.

and. Public and private buildings for preschool, primary, secondary and tertiary education

F. Hospitals, medical centers, clinics, health and mental health centers, nurseries, nurseries, boarding schools, nursing homes, institutions for the chronically ill, institutions for the disabled

g. Detention centers and special detention facilities for young people

Category II:

This category includes all other buildings and freestanding properties regardless of use.

For Category I buildings, there is a 5-year margin for registering the Building’s Electronic Identity. For the other buildings in Category II, the presentation is made during the transfer of the building or the independently divided property and the corresponding declaration is obligatorily attached to the contract.

Information system users are defined as:

– Authorized engineers

– The competent public services in the context of their functions and the officials involved in the relevant procedures of these bodies.

The certificate of completeness will be issued by the authorized engineers and the completion of the data included in the identity card will be confirmed by their declaration. The certificate is issued for a building, property divided horizontally or vertically, has a unique number and indicates the National Property Registry Code Number (KAEK) of the parcel or land or divided property.

In the event that a declaration of false information is found, in addition to the criminal penalties, a fine is foreseen whose amount ranges between 2,000 and 20,000 euros, depending on the area that has not been registered in the Electronic Building Identity Card. The limits of the sanctions are doubled, if the violations are repeated and in the case of construction works in traditional settlements, areas of special natural beauty and protected areas.
