The following set of regulations, based on the global improvement of studies in higher education, redefines the relationship of students with the University, the form of admission to higher education and the duration of studies in it.
Particularly:
A. Regulations relating to the institution of a minimum admission base (EBE)
Each University Department will establish as EBE a percentage of the average performance of all candidates in the total of four courses in the scientific field to which the Department corresponds. The objective of this change is to ensure the academic conditions for successful study and punctual completion of studies, and therefore to shield the prestige of university studies and reduce the rate of non-completion of studies, which currently approaches 30% of the total. Furthermore, the objective is to strengthen the autonomy of universities and the capacity of each department to shape its academic profile.
B. Provisions for the admission process to higher education in two phases.
The purpose of the proposed provisions is to give more weight to the preference expressed by candidates in a University Admissions Department. Thus, conscious choice is encouraged in the completion of the computerized form, while reducing the number of successful students in a “random” elective school, improving the quality of studies with the participation of students who choose these departments , reducing the need for transfers. the elimination of the phenomenon of very low admission bases, which threaten to devalue university studies and the prestige of Greek universities, but also the student course of those admitted.
It should be noted that the proposed regulations do not affect in any way the preparation of this year’s candidates for the Panhellenic exams, as the changes do not affect the courses to be examined, the material or anything related to their preparation. They only refer to your ranking in the schools of your choice, as the results of the national exams have been published.
C. Arrangements to establish a student limit
A study limit of N + ½N is proposed, where N is the minimum number of years necessary to complete the studies. For example, when the minimum study period is 4 years, the study limit is extended by 2. When the minimum study period is 6 years, the study period is extended by 3. The regulation will apply to new students, while for existing students there are transitional provisions.

This package includes the extension of security measures in the field of universities, such as controlled admission, the strengthening of disciplinary and criminal law provisions, the establishment of an integrated framework to prevent and prevent acts of violence and anarchy in the University, and the establishment of the Special Group for the Protection of the University Institution (OPPI), made up of agents and special guards of the Greek Police who will be hierarchically subordinate to the Head of the Hellenic Police.
The objective is to improve the academic environment, a space for the free flow of ideas, the proper development of research and teaching.
