Double presentation of the computerized newsletter and institutionalization of a minimum import base for each University department It includes the proposal of the Minister of Education Niki Kerameos who announced this Tuesday in an extraordinary online session of the rectors. These changes were judged as positive by the rectors who will discuss them in their tactics. Session which starts its work on Wednesday, can be implemented from this year Panhellenic, according to the Ministry of Education.
Specifically, according to the proposal, the institution of a minimum admission base by each University will be determined by each University Department as a percentage of the average performance of all candidates in all courses (M1, M2, M3, M4 ) of the scientific field in which it corresponds to the Department. The Ministry of Education does not favor a horizontal base of 10 for example, since in the past the distortions have been caused either by lenient scores for candidates to “catch” 10, or because in this way greater autonomy of the Universities to establish the base they want. Another base will be preferred by a medical school and another by a “university” TEI.
Regarding the two phases of computer application, the first will refer to a group of faculties that wish to do so and in the second phase, those positions that remain vacant will be open to those candidates who did not enter the study group A they have chosen. The goal is for candidates to choose the schools they want to attend and not simply be deprived of a position by someone who really wants to study this subject and limit transfers.
Mrs. Kerameos presented the proposals of the Ministry, with the objective of exchanging points of view and incorporating the comments of the Rectors in the planned arrangements, as well as the preparation of the additional discussion at the Summit.
Summary:
1. Proposals for changes in admission to higher education
• Strengthening of the academic requirements for the admission of candidates – Institutionalization of a minimum base of admission by each University Department as a percentage of the average performance of all candidates in all courses (M1, M2, M3, M4) of the scientific field to which the Department corresponds.
Goals:
– Ensuring the academic conditions for a successful study and the timely completion of studies,
– strengthen the autonomy of HEIs and the capacity of each department to configure its academic profile – for the first time, a decisive role of HEIs in the admission of students is foreseen
– shield the prestige of university studies,
– protect the insertion base from the ease or difficulty of the subjects,
– reduction in the rate of non-completion of studies, which today is close to 30% of the total.
• Two-phase admissions process: for a greater emphasis on the preference expressed by candidates in a University Admissions Department. Phase A: filling in the computerized form with a limited number of options (as opposed to the unlimited number that is currently in force). Phase B: follows the announcement of the selected candidates from Phase A, only those who were not admitted during Phase A participate and their options are limited to those Departments that have vacancies from Phase A.
The goal is to encourage conscious choices when completing the computerized form, reduce the number of successful students in a “random” elective school, improve the quality of studies with the participation of students who choose these departments, reduce the need for transfers.
It should be noted that the proposed regulation does not affect in any way the preparation of students for the Panhellenic exams since the changes do not affect the courses to be examined, the material or anything related to their preparation. They only refer to your ranking in the schools of your choice, after you have completed the exams. Among the objectives is not to repeat the phenomenon that has been observed for many years, with cases of extremely low admission bases, which threaten to devalue university studies and the prestige of Greek universities, but also the student course of those admitted.
These proposals from the Ministry were unanimously supported by the Rectors and will be discussed further at the Summit.
2. Tips on safety in universities
Following the vote in Parliament in August 2019 on the restoration of asylum in its true sense, it was proposed to further improve the security of our universities with the following measures:
• Establishment of a special protection team of the university institution, which will be made up of agents and special guards of the Greek police.
• establishment of structures and extension of security measures at the University, such as controlled entry systems,
• Strengthen the provisions of disciplinary and criminal law and establish an integrated framework, in cooperation with the Ministry of Justice.
Objective:
• Improve the academic environment, a space for the free flow of ideas, the proper development of research and teaching.
It was agreed to take additional measures and various opinions were heard on practical issues, which it was agreed to discuss again at the Rectors’ Meeting on Friday.
The dialogue with the Rectors of the country’s Universities, for the arrangements on changes in admission to higher education and the strengthening of security in the universities, was in charge of the Minister of Education and Religions Niki Kerameos, the Vice Minister Vassilis Digalakis and Secretary General Apostolos Dimitropoulos 95 Synod of Rectors.
