Peaks due to the fact that the management of the Independent Public Revenue Authority (AADE) “discovered in its drawers” hundreds of thousands of cases, which had not been sent to the competent tax authorities for settlement and are in danger of prescription in 15 days, leaves the Association and Cyclades in a broadcast announcement.
The Association characterizes ‘Provocatively unacceptable»The phenomenon that is repeated every year a few days before the end of the year, that is, discovering prescribed cases in the fifth of their statute of limitations and establishes that both the AADE management and the Political Directorate have enormous responsibilities regarding the state of the services.
In detail, the announcement of the Association of Tax Officials of Attica and Cyclades states the following:
Ten days before the expiration of 2019, AADE’s Management ‘discovered’ hundreds of thousands of cases in its drawers, which had not been referred to the competent tax authorities for settlement. Cases and facts that were of 2014 in the hands of the AADE, but for reasons that were never adequately explained, they were withdrawn shortly before their prescription and under conditions that practically did not allow their effective and safe control (for the interests of the State and Taxpayers).
This “discovery” by AADE and the submission of hundreds of thousands of cases to the tax authorities was combined (as usual) with the transfer of responsibility for limiting cases to employees. Employees who canceled scheduled vacations, worked nights, weekends, Christmas days (without pay and overtime) to cover the enormous responsibilities and negligence of the AADE Management and defend (to the greatest extent possible) the interests of the Municipality.
Obviously, of course, we did not expect the recognition of the effort by the AADE Management. After all, she, with her options, has indulged in an unprecedented struggle to devalue services and remission of employees, through their friendly means.
However, it is provocatively unacceptable and directly undermines the operation of our services by the fact that the same scenario is essentially repeated this year. Thousands of retrospective cases from 2014 (!) Have been referred to the tax authorities, while the program that allows the processing of these cases was implemented a few days before they were brought to the statute of limitations. Thousands of cases submitted in parallel or at the same time as other case lists that also expire at the end of the year.
They were sent to services that are decimated by the Management elections, without basic logistics infrastructure and basic consumables, to services that even in the midst of a pandemic are in a constant phase of mergers.
In services that suffocate by thousands of electronic citizen applications (Capital, ENFIA, etc.) but which are practically impossible to repair in time, due to the outdated computer system that cannot support the whole process.
They were sent to services operating with 1/3 of the required staff, with employees being on the front line throughout COVID-19, as our services do not have the “luxury” of working distance. (due to lack of staff, lack of necessary infrastructure, etc.), even for colleagues with serious health problems.
They were sent to services with employees who are drawn into the media under the tolerance (if not the guidance) of Management, which is trying to hide behind them both their criminal responsibilities and their plans for the future of our services.
The questions, however, are relentless and both the AADE Management and the Political Leadership have to respond both to the employees, but mainly … towards the society:
- Why are lists of such important cases left in the drawers of the AADE and recovered shortly before they expire?
- How random can this be considered, since this particular process-process appears to have evidence fixed tactics;
- How do the administration and the Political Directorate ensure the control of these cases in safe conditions for taxpayers, employees and the public interest?
- Who is responsible for cases that cannot be controlled and are likely to lead to prescription?
- Why the prioritization of large cases, as a usual rule, is done in the best cases after the middle of the year, limiting the scope of these controls but also the possibility of their completion.
- How effective was the election of the AADE Directorate and Political Leaders to closing of tax offices, when it is shown on a daily basis that this has disastrous consequences on revenue collection and service to citizens
- And one last thing … Can the AADE management (which likes to collect statistics) estimate the thousands of man-hours that were wasted, due to management errors and procedures that were later canceled (see retrospective liquidation 2013). Are tax cases prohibited by law or do citizens’ requests (in which you… claim to be interested) take time to process?
AADE leadership and political leadership have enormous responsibilities for the status of our services. Due to working conditions, the level of service to citizens and of course the collection of public revenues. “His choices clearly undermine the work and purpose of the tax services.”
