The issue of sanctions against Turkey appears to be postponed to the next Summit, which is expected to take place in December. The new draft is expected to be proposed to the leaders participating in the current Brussels, on the situation in the southeast of the Mediterranean and the strategy of the Europe-Turkey relationship.
According to the latest information in the new text, which emerged after intensive consultations, Turkey is called to “initiate a dialogue aimed at resolving all maritime disputes between Turkey and Cyprus” while calling for a “comprehensive solution to the Cyprus problem” . The issue of sanctions is mentioned indirectly but clearly. It states that “in the event of a new unilateral action or challenge that violates international law, the EU will use all the means and options at its disposal, including defending its own interests and those of its Member States.” In fact, specific articles of the European treaties are invoked (Article 29 of the TEU, Article 215 of the TFEU) that refer directly to sanctions. At the same time, it is noted that “the European Council will continue to closely monitor developments and will return accordingly and take decisions, as the case may be, at its December meeting at the latest.”
Obviously, this evolution is the result of the intense processes that preceded the rejection by the Greek and Cypriot parties of the original project that did not refer to the prospect of sanctions.
