The legislative initiative of the Ministry of the Interior provides the abolition of separate advertisements issued by ASEP for one or more bodies and establish a written contest each year for all fixed staff hiring, depending on the needs of public agencies and services.
Written tests are conducted electronically, for all permanent positions, on the standards of the Panhellenic examinations (in collaboration of ASEP with the Ministries of Education and Religions and Digital Governance for administrative matters, when necessary) and include three parts: Cognitive fields , Skills, Skills. .
How the examinations will be conducted and the selection of candidates
The request to participate in the tests of the cognitive fields (in how many and which ones) is left to the candidates according to the preference of the positions they have declared, while the skills and personality tests are common for all candidates by educational category . Specifically, the candidates will be examined in the same “subjects” in skills and personality while the subjects will be differentiated in the cognitive fields (indicative: computer science, accountants, auditors, etc.).
The questions related to the cognitive fields will arise, after a draw with special software, from a set of questions that make up the Bank of Subjects, which is the responsibility of the ASEP. The Thematic Bank is created in accordance with the standards of the respective Thematic Bank of the Ministry of Education and Religions, while, according to a similar procedure, the contained questions are constructed.
In this way, a “reservoir” will be created from which the independent authority, after verifying and comparing the qualifications of each candidate, will select the nominees, based on the specific needs of each agency.
The basic selection criteria is written performance
Performance on the written test will be the main criterion for filling vacancies, as formal grades will not be given as much importance. “We are not so interested in the accumulation of jobs (titles) and degrees from any university, as in the use of knowledge, skills and professional experience”, say typical officials of the Ministry of the Interior.
All procedures will be performed electronically, ensuring objectivity as no human hand will be involved. It is also expected to develop interoperability between ASEP and the bodies involved in the individual procedures that provide data in the procedures of the independent authority. As a result, candidates will not be required to present diplomas and certificates, since the ASEP will be able to obtain them directly from public services.
In the case of fixed-term personnel, the procedures remain the same, except that they are carried out electronically and interoperability between the different information systems is developed.
The State staffing process will follow an annual cycle. In January, each agency will inform the Ministry of the Interior of its gaps, which will be sought in the internal market of the State, through secondments and transfers. In May, those positions that were not covered by mobility will be registered and will be sought through recruitment. In September, the cabinet will approve next year’s hiring package, based on the country’s budget capacity.
Given that ASEP will have in its hands the cabinet approval decision for next year’s hiring starting in September, in combination with interoperability, the ministry estimates that significant time will be saved for both utilities and themselves. candidates as they will be in their places faster. The objective is not to exceed one year from when a service notifies its needs to the competent ministry (and is approved) until the appointment of the nominees. Today the corresponding time reaches an average of two years.
The presentation of the bill to Parliament in October
The bill will be published in a public consultation and Parliament is expected to vote on it in October. The changes to be adopted are estimated to be implemented in the first quarter of 2022.
