The Association of Municipal Employers’ Associations (VKA) had stated after the first round of warning strikes that it was “not responsible for conducting collective bargaining in local transport.” Tariff regulations could only be concluded in the respective federal states.

Verdi emphasized that compared to 2000, the number of employees in public transport had decreased by 18 percent, while the number of passengers had increased by a quarter in the same period.
