Brinkhaus named five areas where comprehensive modernization was required: administration, digitization, federal-state cooperation, education system, and disaster management. After this year’s general election, the reform process must become an integral part of the coalition negotiations, Brinkhaus demands.

No emergency legislation

The politician added: “The state is not prepared to react quickly, flexibly and uniformly to crises. There is almost no emergency legislation for civil crises. There are no joint federal, state and local crisis teams that can be activated quickly.” .

The education system must also go digital, says Brinkhaus: “It makes no sense to leave the digitization of schools to the 16 federal states and 16 data protection officers individually.
