Corona has shown it: the country is not prepared to react quickly and uniformly to crises – says the leader of the parliamentary group CDU / CSU Brinkhaus. That is why he calls for a fundamental reform of the German administration.
The chairman of the CDU / CSU parliamentary group, Ralph Brinkhaus, demands that the German state be comprehensively reformed in light of the Corona crisis. He doubts that state structures still fully fit into the digital world of the 21st century, said the “Welt am Sonntag” CDU politician. “We need a reform of the century, maybe even a revolution.”
Administration, digitization, education
Brinkhaus named five areas where comprehensive modernization was required: administration, digitization, federal-state cooperation, education system, and disaster management. After this year’s general election, the reform process must become an integral part of the coalition negotiations, Brinkhaus demands.
Brinkhaus referred to the crisis in the crown. “In times of pandemics it is difficult for the Federal Minister of Health to have little control over the local health authorities,” he said. At the same time, he emphasized: “I do not want to question federalism. However, we must see if it continues to be efficient everywhere.”
No emergency legislation
The politician added: “The state is not prepared to react quickly, flexibly and uniformly to crises. There is almost no emergency legislation for civil crises. There are no joint federal, state and local crisis teams that can be activated quickly.” .
The education system must also go digital, says Brinkhaus: “It makes no sense to leave the digitization of schools to the 16 federal states and 16 data protection officers individually.
