If the Chancellor has his way, the strict restrictions and contact measures will take effect again from November 4, similar to March. According to a draft resolution that is available exclusively to RTL, the chancellor wants to keep private contacts to a minimum. Restaurants and pubs should close, and gyms, cinemas and other facilities should close as well. We have summarized the most important points on which the Chancellor will agree on Wednesday in the crisis meeting with the Prime Minister.

The measures must be applied from November 4 until the end of the month.

If the measures are approved, they should be applied from November 4, initially until the end of November. Furthermore, and this is particularly emphasized: the rules must be applied uniformly throughout Germany. After two weeks, the federal and state governments will consult again and, if necessary, make adjustments with a view to the infection rate, the newspaper says.

It is only clear whether the measures Merkel envisions will come this way. In previous meetings between the Chancellor and the Prime Minister, they had often argued about little things, for hours. According to information from RTL, there was a lot of disagreement in the preliminary discussions for Wednesday’s conference call, especially regarding possible restaurant and hotel closures.

1. Contact restrictions for members of two households

According to the draft resolution, citizens are urged to minimize contact with other people outside their own home. Therefore, staying in public should only be allowed with members of your own household and those of another household. Violations must be severely punished.

2. Cultural and leisure facilities will be closed

If the Chancellor has his way, the leisure and cultural facilities should be closed again. In addition to museums, theaters, opera houses, and cinemas, this also includes amusement parks, brothels, and gyms. “Leisure and amateur sports should also be prohibited in and in all public and private sports facilities, swimming pools and amusement pools”.

In addition, according to information from RTL, the following should generally apply: events that serve as entertainment are prohibited.

3. Restaurants and bars must close

The catering establishments as well as bars, clubs, discos, pubs and similar establishments will remain closed according to the will of the Chancellor. The delivery and collection of take-out meals for consumption at home should be excluded from this.

4. Personal hygiene services are prohibited – exception: hairdresser

Service companies in the personal care field such as cosmetic studios, massage parlors, tattoo studios and similar businesses will be closed because physical proximity is critical in this area, according to the draft. Medically necessary treatments, such as physical therapy, are still possible. Hairdressing salons remain open under existing hygiene requirements.

5. Still open: shops, schools and kindergartens

According to the newspaper, the retail trade will remain open as a whole, subject to hygiene, access control and queue avoidance requirements. You must ensure that there is no more than one customer for every 25 square meters of sales area in stores.

When it comes to education, the document is explicit: schools and kindergartens remain open. In view of the high number of infections, federal states must adopt new protection measures.

Measures must make Christmas possible

According to the draft resolution, measures must be taken to make Christmas celebrations possible. “The goal of the federal and state governments is to quickly disrupt the dynamics of infection so that far-reaching restrictions on personal contacts and economic activities are not necessary during the Christmas season. Families and friends should also be able to meet during the Christmas season in Corona conditions. Now a joint effort is needed again, as it was in the spring, “says the writing of the article.
