The Military Counterintelligence Service (MAD) has a new president: Armed Forces Disciplinary Prosecutor Martina Rosenberg of the Federal Administrative Court in Leipzig will take office. Defense Minister Annegret Kramp-Karrenbauer (CDU) briefed the Defense Committee of the Bundestag on this decision on Wednesday in Berlin.

After a whole series of incidents in the Bundeswehr with far-right records or indications of lack of constitutional loyalty, Kramp-Karrenbauer had declared a zero tolerance line against extremists. A focal point of the new approach is the elite Special Forces Command (KSK) unit, whose Second Command Company has since disbanded to start a fresh start. The whole unit is put to the test.

Lawyer Gramm has been president of MAD (officially: Federal Office of Military Counterintelligence, BAMAD) since 2015. After incidents from the far right, he initiated some reforms, including the “color theory”, a traffic light that helps classify suspected cases. Basic problem: MAD must be able to pass evaluations of extremism cases in court in case of dismissals. There was criticism because so little had been done about it for a long time.

In the fight against right-wing extremism in the Bundeswehr, the MAD plays a leading role, the Defense Ministry explained. Extremist tendencies had to be recognized at an early stage, and the people involved and possible network structures had to be “fully identified and discovered.” To this end, MAD is constantly being modernized and developed. Cooperation with other authorities will also be expanded.
