The population should be urged to “keep contact with other people to an absolute minimum.” Members of your own household are excluded. This results from a draft of the federal government’s draft resolution for the videoconference between Chancellor Angela Merkel (CDU) and the prime minister on Wednesday. Groups of people celebrating in public places, apartments and private facilities are “unacceptable given the serious situation in our country.” All citizens should be asked to refrain in general from private trips and visits, even by family members.
Hospitality, culture and services
The federal government also wants to ban offers of tourist accommodation in Germany for almost the entire month of November. “Accommodation offers in Germany will only be available for necessary and expressly non-tourist purposes,” says the draft. In addition, the federal government wants to ban events that offer entertainment throughout Germany for most of November. Theaters, operas and concert halls should close from November 4 until the end of the month. They will also close fairs, cinemas and amusement parks, arcades, casinos, gambling houses and brothels.
Also body care service companies, such as cosmetic studios, massage practices, tattoo studios and similar businesses, will be closed according to the draft by the end of November. Medically necessary treatments, for example physiotherapy, should still be possible. Hair salons must also remain open based on existing hygiene requirements.
Schools and shops
The federal government wants to keep schools and kindergartens open. However, federal states should introduce more protection measures in these areas.
The retail sector, including supermarkets, will remain open as a whole, subject to hygiene, access control and queue avoidance requirements. “You have to make sure that there is no more than one customer for every 25 square meters of sales area in stores,” says the federal government draft.
It is still unclear what is coming
In two weeks, Merkel and the prime ministers want to consult again to assess the objectives achieved through the measures and make the necessary adjustments.
It is still open whether the Foreign Ministry’s draft resolution will be approved one by one at Wednesday’s crisis summit. Some countries have already announced that they consider complete closures to be incorrect, for example in the field of restoration.
Faced with the restrictions, the federal government wants to extend aid to companies and improve the conditions of the economic sectors mainly affected, such as the cultural and events industry. Industry, commerce and midsize companies should be able to work safely and comprehensively, he said. Employers have a special responsibility to their employees to protect them from infection and identify chains of infection quickly. Home work should be possible whenever possible.
In addition, the federal government wants to provide special protection for the sick, those in need of care, the elderly and the disabled. Available rapid corona tests “should now be used quickly and with priority in this area” to make safe contacts possible, according to the proposed draft resolution.
