“Diffuse situation”: when it comes to border traffic, the mayor of Passau has no power

Passau has the highest number of infections. Mayor Jürgen Dupper sticks to his recommendation to “absolutely cut down on contacts.” It is not yet clear which factors are responsible for the huge increase.
northSomewhere in Germany there have been as many new infections with the corona virus recently as in the city of Passau in Lower Bavaria. The seven-day incidence – that is, the number of new infections per 100,000 residents in a week – was 579.5 on Monday, according to the Robert Koch Institute. Only the Hildburghausen district in Thuringia is similarly affected with an incidence value of 579.1. The Passau authorities are now investigating the cause.
There are several retirement homes with corona cases, said Mayor Jürgen Dupper (SPD) on Monday night. Serial tests were conducted there, which have now been incorporated into the current figures. In two facilities the situation is “very dramatic”, in one house there were four deaths on Monday.
According to Dupper, common accommodations for asylum seekers are also affected. 73 patients with Covid-19 were treated at the Passau Clinic on Monday, ten of whom were in the intensive care unit, where three also had to be ventilated.
The head of the city council announced strict restrictions from the crown on Friday after the incidence value increased to 440. “The situation is diffuse and we have to absolutely reduce the contacts,” he said now. The measures are in effect from Saturday and should last at least a week. The restrictions should be relaxed to a value of at least 300.
Continuous government border traffic
It’s unclear what role proximity to the border plays – it’s still true that Bavarians go to Austria to refuel and Austrians come to Bavaria to buy, Dupper said. Changes in border traffic would have to be regulated at the federal level.
In Passau, people have only been allowed to leave their homes for a valid reason since Saturday, for example to go to work, to the doctor or to go shopping. There is also a ban on alcohol in public places. According to their own statements, the police are on duty with several patrol crews to verify compliance with the regulations. Most of the time, people stuck to the guidelines. Police announced Monday that only isolated rapes were found.
The city also mandated alternate lessons for grades seven through eleven, with the exception of final classes in middle and high schools. If you want to visit a relative in a nursing home, you must do a quick test beforehand.
The number of infections is also high in the Passau district, where the seven-day incidence on Monday was 360, in the Regen district of Lower Bavaria it was 391. The Rottal-Inn and Freyung-Grafenau districts were also have been affected recently. Outside of Lower Bavaria, only Nuremberg surpassed the 300 mark in the Free State of 307.3.
A spokesperson for the Passau district office also spoke of a diffuse situation. Several factors played together: individual retirement homes and asylum accommodation, a large corona outbreak at the Vilshofen slaughterhouse, and the high number of infections in neighboring counties. The number of infections in the region cannot be determined at a single point.
The Vilshofen slaughterhouse (Passau district) was closed last week after 80 employees were infected with the corona virus. Starting Tuesday, operations will at least partially resume.
