The RKI notes that countries and regions that fall below the limit value may also be considered for a travel warning if “there is nevertheless a risk of an increased risk of infection.” Experts look at things like testing capabilities and hygiene concepts.

Even if an official warning of “unnecessary tourist travel” in no way amounts to a ban, German vacationers should be discouraged from traveling to the affected regions. If you travel anyway, you must undergo a Covid-19 test 48 hours before or after your return to Germany and go into quarantine. So they are only allowed to drop them again after official approval.
