The basis was the resolutions after the federal-state consultations on Wednesday. As Prime Minister Manuela Schwesig (SPD) said on Friday night in Schwerin, there should be a relaxation, especially for schools and kindergartens. In counties and urban districts with an incidence below 35, there should possibly be trial openings of parts of the economy. Many of the measures presented remain vague. They have yet to be advised, for example, by the “Working Group on Tourism and Economics”. Opening steps, for example, in horticultural companies, as recently decided in Schleswig-Holstein, could take place on March 1. According to Economy Minister Harry Glawe (CDU), it seems certain that a test region will be established in Mecklenburg-Western Pomerania. The first preliminary talks between associations, the Ministry of Economy and the State Chancellery should take place next week.
These results were announced:
- At the moment, there will be no further easing of the crown for much of the economy. The hairdressers can reopen as of March 1 subject to hygiene requirements. On February 22, a decision will be made for the Vorpommern-Greifswald district on whether hair salons can also open there.
- Regular school operation for grades 1 to 6 as of February 24 with an incidence of seven days below 50, a step-by-step plan is applied according to the incidence
- Step-by-step plan of the nurseries, openings depending on the incidence in the respective district
- Driving schools can reopen from February 15, but initially only for beginning drivers who need a driver’s license for professional training. (First, March 1 was mentioned as the easing date. This information was later corrected by the State Chancellery).

School: step-by-step plan for gradual opening
Schoolchildren should be able to gradually return to schools. Education Minister Bettina Martín (SPD) presented a step-by-step plan. Regular operations for grades 1-6 will begin again in circles with an incidence of less than 50 on February 24. As of March 8, older age groups from the seventh grade on can approach schools in circles with an incidence of less than 50 years, initially alternating between classroom teaching and home schooling. This currently applies to three districts and the city of Rostock. For incidents of 50 to 150, what has already been applied before winter break must be applied: compulsory non-attendance for grades 1 to 6, classroom teaching for final grades and homeschooling for the other grades from 7. With an incidence greater than 150, according to Martin, in the future only emergency care should be provided to Tobe. A circle must be at the lower level for ten days for the respective relaxations to take effect. If a district exceeds the next highest incidence, it must exist for five days for the most stringent measure level to take effect.

Nurseries: return to normal operations in low incidence pandemic conditions

In the nurseries for boys and girls there should be openings on February 22, where the incidence allows, according to the Minister of Social Affairs, Stefanie Drese (SPD). “That means that all children can return to the facility without restrictions. However, the protective measures remain high.” More tests will be carried out and the ministry also wants to work to ensure that daycare workers are vaccinated earlier. There is a step-by-step plan for vacancies: if the incidence is less than 50, there must be a regular operation in pandemic conditions for all children. With a value of 50 to 100, there is regular operation in pandemic conditions with stricter hygiene standards. With an incidence of 100 to 150, the procedure is as before: parents are asked to take care of their children at home if possible, if possible. If the incidence is greater than 150, the transition to emergency care occurs.
