In light of the increasing number of corona infections and the cold season, the federal and state governments agreed on new measures. In a video link with Chancellor Angela Merkel (CDU), Lower Saxony Prime Minister Stephan Weil (SPD) and the other state leaders, it was decided to limit the celebrations in public or rented rooms to a maximum of 50 participants. This regulation takes effect if there are more than 35 new infections per 100,000 inhabitants in a district within a period of seven days.

Upper limit recommendation for private celebrations

In private rooms, therefore, there should be no regulations on the number of participants. “We have always avoided regulating the private sphere,” Weil said. But some outbreaks can be traced back to this sector. Therefore, according to the resolution, there is an urgent recommendation not to hold a ceremony with more than 25 participants in private rooms.

If infections increase, restrictions tighten

However, if there are more than 50 new infections per 100,000 inhabitants in a district within seven days, further action must be taken. In particular, the number of participants should be limited to a maximum of 25 in public or rented rooms. In private rooms it is strongly recommended not to hold celebrations with more than ten participants in this case.

There may be exceptions for celebrations registered with hygiene plans approved by the health department. The temporary ban on serving alcohol was also considered. In general, the federal government advocates a regionally graded approach rather than blanket measures.

If the information is incorrect, there is a risk of a fine

Another measure: if a diner in a restaurant provides incorrect information about the person, the host should also expect a minimum fine of 50 euros. The federal states are responsible for the specific implementation of fines, by making the appropriate changes to their Corona regulations and fines catalogs. It is not yet clear how the fine rule should actually be applied if, for example, by entering a wrong name, it is not entirely clear who you are. In their videoconference, the federal and state governments called on citizens to refrain from traveling to risk areas with a view to the start of the fall holidays.

Disagreement before the interview

Especially in the discussion about the upper limit for the celebrations, there were already differences of opinion beforehand: the Prime Minister of Baden-Württemberg, Winfried Kretschmann (Greens) and the Prime Minister of Rhineland-Palatinate, Malu Dreyer (SPD), spoke in favor. The Prime Minister of Mecklenburg-Western Pomerania, Manuela Schwesig (SPD), is against it. Everyday problems like the number of participants in family celebrations do not have to be regulated at the national level, he said.

Due to the expected flu epidemic in the fall and winter, the federal government also proposes the use of ambulances for fever. This is to prevent hospitals and medical practices from becoming overloaded.
