In selected municipalities in Lower Saxony, retail should reopen after Easter under certain conditions. The “chosen ones” were announced on Saturday.
Shopping, attending cultural events and sitting outside in a cafe – this and more should be possible again for people in certain communities after Easter. The requirements are a negative corona test and hygiene measures in stores and cinemas or fitness studios. The leaders of the red and black coalition agreed on this test model in mid-March. On Saturday, the Lower Saxony Ministry of Social Affairs and Health announced the selection together with the municipal coordinating organizations. Initially, only municipalities that “essentially do not exceed an incidence of 100” were admitted.
These 14 municipalities can relax
The following cities and a joint municipality are included:
- Aurich
- Achim
- Braunschweig
- Buxtehude
- Cuxhaven
- Einbeck
- Emden
- Hann. Münden
- Hildesheim
- Lüneburg
- Nienburg / Weser
- North
- Oldenburg
- Integrated Municipality of Elbtalaue
Negative tests and hygiene measures.
In model municipalities, according to the ordinance, shops, theaters, cinemas, galleries, museums, gyms and street cafes can open in “safe zones.” Current rapid negative antigen tests should be available to both customers and employees. Self-evaluations are not accepted. With the use of an app, for example the Luca app, tracking contacts in case of infection should be easier. The municipalities also had to present a concept of stewardship and security service to comply with the distance and hygiene regulations and specify how the responsible health department was involved.

Start individually regulated
The “safe zones” can be opened from next week. But not all of them are there from the beginning. “The start of the model projects is different. All municipalities want to start in the next two weeks,” said Health Minister Daniela Behrens (SPD). The municipalities would now determine the duration and scope of the model area through a general decree. Unfortunately, only a limited number of municipalities could be selected. “Due to the general high incidence values, we only want to test the openings in a limited time and space,” said the minister. A total of 25 municipalities should be able to participate. In a second round, another eleven model projects would be approved. The decision must be made before April 17.
Because: “We need perspectives”
In announcing the model regions, Prime Minister Stephan Weil (SPD) said: “We remain cautious. But we want to give a new system with testing, visitor management and AHA rules a try. We need perspective.” The Chairman of the Lower Saxony District Assembly, the Celle District Administrator Klaus Wiswe (CDU), was satisfied with the results. The decision for tiered admission is understandable. Ulrich Mädge (SPD), President of the Lower Saxony City Council and Mayor of Lüneburg, said: “I am sure that the 14 selected municipalities will handle the opening options very responsibly.
Braunschweigs OB: Previously a conceivable strict block
“The situation is being strictly controlled by our law enforcement officers and the police as part of the planned controls,” emphasized Braunschweig Mayor Ulrich Markurth (SPD). “The project can only be successful if everyone sticks to the rules consistently and responsibly.” Due to the number of infections in Lower Saxony, according to Markurth, “a strict upstream blockade would also be conceivable and would be supported by us.” Braunschweig wants to start its opening model on April 12.
Lowest Seven Day Incidence Wins
Municipalities must submit experience reports on model projects, and will also receive scientific support. As announced by the Ministry of Health, in making the selection, care was taken to ensure that the model municipalities are evenly distributed throughout the country. In the case of applications from comparable municipalities, the contract was awarded to the one with the least incidence in seven days.
Chancellor Merkel’s criticism
By the end of March, more than 60 municipalities had expressed interest, including Osnabrück, Hannover, Braunschweig and Celle. Municipalities with an incidence of more than 200 were excluded beforehand. Prime Minister Weil defended the model project despite criticism from Chancellor Angela Merkel (CDU). Lower Saxony Economy Minister Bernd Althusmann (CDU) also expressed his support. “We will have to live with a certain level of infection in Germany. That is why such model experiments, in my opinion, are not careless or even unwise,” he said. NDR information. A similar project in Tübingen in Baden-Württemberg is currently being criticized due to increasing incidence figures.
