The gap in caring for children under the age of three has increased since 2015, according to estimates. More and more parents want a nursery sooner and the number of children has also increased. The situation is particularly difficult in three federal states.

TDespite billions being invested in the expansion of daycare centers, the number of missing daycare places for children under three is increasing in Germany. This is based on calculations from the Institut der Deutschen Wirtschaft (IW), which are exclusively available for WELT AM SONNTAG.

Consequently, as of March 1, 2020, there was a lack of around 342,000 publicly funded childcare places in daycare centers and daycare workers for children under the age of three. The child care gap has increased by more than 127,000 places since 2015. Based on all children under the age of three, there was no room for one in seven of them (14.4 percent), according to IW. In 2015 it was 10.2 percent.

In Franziska Giffey’s Federal Ministry of Family Affairs (SPD) the development is definitely being noticed, but reference is made to the increase of 135,000 childcare places since 2015. “However, it is true that there are still places lacking, and also that the difference between the need for care and the rate of care between 2015 and 2020 has increased, ”said a spokeswoman.

The reason given by the Giffey ministry is that “the expressed need by parents has also increased over the years”, by 6.2 percentage points to 49.4 percent in 2019. This corresponds to about 1.17 million places required for minors Children three years of age, as calculated by IW. However, in March, according to the Federal Statistical Office, only 829,200 children of this age attended a publicly funded daycare or nursery, the attendance rate was 35 percent.

“More and more parents want a place of childcare for their children earlier and earlier,” said the Ministry of the Family. At the same time, the number of children in the population has been increasing for years, “so just to keep the utilization rate constant, an expansion had to take place.”

According to the IW calculation, development in the federal states is sometimes very different. The Saar is the negative leader. There was no publicly funded daycare for 19.8 percent of children under three years of age. It is followed by Bremen with 19.1 percent and North Rhine-Westphalia with 18.9 percent.
