The path to the EU budget and the billions in aid from Corona is free. Heads of state and government agreed to a compromise on the new rule of law mechanism in Brussels on Thursday, as a spokesman for EU summit leader Charles Michel announced on Twitter. Hungary and Poland had blocked important decisions for weeks.
Now you can start rebuilding the economy in the EU, Michel wrote on Twitter. The council president wrote that the aid program will promote green and digital change.
In mid-November, Hungary and Poland refused to approve a € 1.8 trillion financial package consisting of the EU budget for the next seven years and the Corona aid fund.
The reason was plans to financially sanction violations of the rule of law. Poland and Hungary fear that the mechanism aims to cut EU funds due to controversial political projects.
Hungary and Poland give way
The compromise on violations of the rule of law has been resolved by an additional declaration. Among other things, it regulates the options that Hungary and Poland have to defend themselves against the application of the regulation.
One of them is the revision of the Rules of Procedure by the Court of Justice of the European Communities. You would probably delay the first use of the procedure for months, if not more than a year. Furthermore, it is once again stipulated that the determination of a violation of the rule of law alone is not enough to cut financial aid from the EU.
Without a solution, the EU would have threatened an emergency budget with drastic cuts starting in January. The € 750 billion aid fund against the economic consequences of the crown crisis could not have started as planned.
The pending decisions for EU finances for the next few years and assistance from the Crown will be taken by the EU Council of Ministers and the EU Parliament in the coming days. However, problems are no longer expected there, since in recent weeks agreement has already been reached on all important issues.
