Lower Saxony is also preparing for the first national alert day since 1990. All municipalities are encouraged to participate and test their sirens, said a spokesman for the Lower Saxony Association of Cities and Municipalities.

According to the Federal Office for Civil Protection and Disaster Relief (BBK), the warning signal begins at 11 am and the go-ahead is given 20 minutes later. The warning day should become a regular event. In the future, according to the decision of the Conference of Interior Ministers, it will be repeated every second Thursday in September. According to the Ministry of the Interior, the increasing number of heat waves or floods, as well as the risk of possible terrorist attacks are determining for the greater importance of the test. For the warnings to be effective, the function and process must be better understood. The more familiar people are with the system and siren signals, the more likely they are to accept the warnings.

After the Cold War ended, thousands of mermaids were gradually dismantled across the country, about 40,000 in all. In the end there were only 15,000 left to warn the population.
