Crown crisis: SPD-led countries are considering a gradual lockdown

Developments in the federal states are also viewed with concern. In a draft resolution proposal, which is being discussed in the countries led by the SPD plus Thuringia and which is at the disposal of SPIEGEL, there is talk of a “gradual closure of public and economic life”. This might be necessary if all other measures were not enough to slow the spread of the virus.

Even now, health authorities in many cities and communities are overwhelmed with tracking infections. A lockdown like in the spring is considered the worst case, not only, but especially for the economy.

The A-countries document, which according to SPIEGEL information is still in the draft stage, says that to avoid far-reaching consequences beyond the pandemic, employment in general should remain possible. For this, it is important to keep schools and nurseries open.

According to the draft, countries should include the following measures in their Covid-19 regulations:

  • Until November 30 “in Private apartments only people outside two homes meet or people of home and maximum two people far from the house“.

  • Children up to 12 years should be excluded from it.

  • For family occasions like Funerals, weddings, christenings and the like, a maximum of 15 participants should be allowed.

The objective of the measures is to reduce the number of infections “so that more people can meet again during the Christmas season.”

If that weren’t enough, the draft describes a subsequent gradual shutdown of public life in the country. The proposed “series of closures” follows the logic of “reducing additional and unnecessary contacts, as well as initiating and stopping meetings without having to declare a complete closure with its serious economic and social consequences,” the draft says.

The following areas are named in chronological order:

  • Halve the applicable maximum limits for Events, then more reductions

  • Closing the Theaters, museums, fairs Y Events

  • Restrictions on Gastronomy; in extreme cases, only sales outside the home could be allowed

  • Suspending the Club sports

  • Business closing with body hugging services like massages or hairdressers

The document goes on to say that further closure of individual economic sectors will require additional emergency aid programs. That will be negotiated with the federal government. In particular, the self-employed should be exempted from rental and operating costs.

It is open if a majority of prime ministers will support Wednesday’s proposals. Some country leaders are reportedly going too far with the measures; others are in favor of even higher standards. As in previous meetings between prime ministers and Merkel on the crown crisis, it will be difficult to find a common line.
