The federal and state governments agreed to more uniform rules to deal with the corona pandemic. Prime ministers agreed with Chancellor Angela Merkel (CDU) to toughen the mask requirement and restrict celebrations at hot spots with many infections. Also, there should be a faster reaction to regional outbreaks in the future. Action should be taken if there are 35 infections per 100,000 inhabitants in a week. Mask requirement

In a region with more than 35 infections per 100,000 inhabitants in seven days, mouth and nose protection should also be applied in public spaces when people are together or crowded. With an incidence of 50, there could be a further expansion of the mask requirement. So far, the mask requirement applies across the country uniformly for shops and public transport, in some risk regions also for selected public buildings and streets, as long as you are not sitting in your own workplace.

Celebrations and events

The number of participants in the celebrations will be limited in the hotspots with an incidence of 35 to 25 participants in public and 15 in private rooms. The number of participants in other events must also be restricted. With more than 50 infections per 100,000 residents in a week, only ten participants should be able to participate in the celebrations in both public and private rooms, and guests in private rooms can only come from two households. Other events must be limited to 100 participants. There may be exceptions if a hygiene concept is agreed with the health department.

Curfew

If the limit of 35 infections per 100,000 inhabitants is exceeded in a week, there should be a curfew for the restaurants and pubs in the affected district or city. With an incidence of 50, the curfew will apply from 11 pm, including the prohibition of the sale of alcohol. This regulation is already applied in critical points such as Berlin and Frankfurt am Main.

Accommodation ban

The decision on the lodging ban that some federal states have imposed on guests from risk areas was postponed. This will be discussed again in November, after the fall break. Merkel and the prime ministers called for unnecessary travel to risk areas and hotspots to be avoided to prevent the virus from spreading.

The rules decided by the heads of government do not apply automatically, but must be established in the corresponding ordinances of each federal state. Rhineland-Palatinate, Hesse, North Rhine-Westphalia, Lower Saxony and Saxony have already expressed reservations about the rules for the celebrations in the protocol statements.
