Laschet justified the move with the surge in new infections across the state. The value per 100,000 inhabitants in seven days is close to 35.

Laschet said the government had agreed to uniform rules for all hotspots. So far, all affected districts and urban districts had to decide for themselves on countermeasures within seven days if the warning value of 50 new infections per 100,000 inhabitants was exceeded.

From a seven-day incidence of more than 50, the number of people from different households who can gather in public at hotspots will drop to five. The opening hours of restaurants and bars will be restricted, the number of participants for private celebrations will be limited to 25.

Of the total 53 districts and cities in North Rhine-Westphalia, ten more have exceeded the so-called early warning level of 35 new infections per 100,000 inhabitants in seven days. These include large cities such as the state capital, Düsseldorf (45.3), Duisburg (44.9) and Dortmund (36.2).
