Broad restrictions on public life throughout Germany will come into effect on Monday. Theaters and other cultural venues, trade shows, cinemas, arcades, brothels, sports facilities, and swimming pools should close by the end of November.
All “entertainment” events, as well as massages and cosmetic treatments, should be prohibited. Bars, clubs and restaurants should no longer be allowed to entertain guests. The exceptions are restaurants that offer food pickup and delivery and dining rooms. “We have to act to avoid an acute national health emergency,” Chancellor Angela Merkel (CDU) said after a meeting with prime ministers on Wednesday: “The curve must flatten again.” In 75 percent of cases, corona infections in Germany can no longer be traced.
Private contacts will also be severely restricted in the next month. “Staying in public,” he says in the decision, “is only allowed with members of your own household and those of another household.” In total, no more than ten people should be allowed to gather. It was a “difficult day that we will all remember for a long time,” said Bavarian Prime Minister Markus Söder (CSU).
Citizens should refrain from private trips and visits, including those of family members. Hotels should only open for “necessary” overnight stays and “expressly not for tourist purposes”, as they say. However, schools and kindergartens must remain open. The federal cabinet had already approved these proposals on Wednesday morning. According to the will of the SPD, the Bundestag should also support the new crown restrictions through a resolution. Even before Wednesday’s conference, the federal cabinet had agreed to new rules on profit loss. For example, compensation claims for parents will run until March 2021. These should also exist if individual children are to be cared for at home because they have been quarantined by the health department. However, anyone taking “avoidable travel” to foreign corona risk areas should not be compensated for lost income during the prescribed quarantine period. The exceptions are “exceptional circumstances” such as the birth of one’s own children or the death of close relatives.
For businesses, the federal government wants to cushion the new restrictions with quick financial help. All businesses and facilities that are affected by the closings in November will be reimbursed for their lost sales: smaller businesses with up to 50 employees up to 75 percent, larger businesses up to 70 percent, based on November sales of 2019. The federal government also plans to establish a bridge III allowance starting in January 2021.
