Germany is largely shutting down public life in November, not quite as completely as in spring, but nevertheless with drastic measures. This applies especially to the leisure sector. The federal and state governments are thus reacting to the spread of the corona virus, which has recently been barely controllable.

Unlike the last few weeks, this time it should be more or less uniform in Germany. But as always, it is the federal states that implement such rules through state ordinances. Most of them adopt the decisions of the federal state one by one, but there are some differences between the states.

The goal is to regain control after a prolonged stagnation phase, reduce the number of new infections and thus avoid overloading the healthcare system.

Work and daily life continue for many people, although with mask and distance. Stores, schools, and nurseries remain open, as long as there is no crown outbreak there. What else can I do in my spare time?

Leisure and cultural life are greatly restricted. Almost everything that people like to relax or entertain closes. These include theaters, operas, concert halls, trade shows, cinemas, amusement parks, saunas, arcades, casinos, gambling houses, dance schools, and brothels. All entertainment events are prohibited.

But even here there are subtle differences between the federal states. Can you still go to the hairdresser?

Don’t worry, the “Corona mat” doesn’t have to be in November. Unlike spring, hairdressing salons can remain open, subject to known strict hygiene requirements. But other services have to fail. Cosmetic studios, massage practices, or tattoo studios are closed.

Medically necessary treatments are still possible, for example in physical therapy, occupational therapy and speech therapy, as well as in medical foot care. Saxony-Anhalt also wants to keep cosmetic and tanning salons open, Thuringia Beauty and manicure salons.

What about schools and kindergartens?

In principle, schools and kindergartens remain open as long as possible. Also social and youth welfare institutions. This means that there is still a way to spread the virus, but we have known since spring how much school closures are a burden on children and parents, psychologically, economically and socially. The Prime Minister of Bavaria, Söder, spoke of a “political and social prioritization”.

Therefore, educational institutions should remain open this time, subject to conditions. In the federal-state resolution it says: “The states decide the necessary protection measures.” In many places, it is now mandatory to wear a mask in class. According to a “Welt am Sonntag” survey of 16 education ministries, currently 165 schools are completely closed due to Corona.

And the supermarkets?

Retail remains open. So if you want to buy, the stores are open. But there may be queues: no more than one customer can be admitted for every ten square meters of sales space. Whether in the supermarket, the laundry or the tailor shop, everyday life continues, albeit at a distance, masks and restrictions in the places where crown buds occur.

Can you still travel?

In principle, citizens should avoid “unnecessary” travel and visits as far as possible. However, if you have to travel, you can take the Deutsche Bahn and you don’t have to wait for reduced hours. Except for a few trains, including individual speed trains and amplifiers, everything should run in long-distance traffic. The same applies to regional traffic. Hygiene concepts and the mask requirement continue to apply. Flixbus, however, will stop operating in November.

A vacation trip to Germany, on the other hand, should be left in November; it will also be quite difficult. As of November 2, hotels and other accommodations will no longer be able to accept tourists. Accommodation offers can only be made for necessary purposes, such as mandatory business trips.

In many federal states, vacationers already there have to pack their bags and leave on or shortly after November 2. In Brandenburg They have to leave before November 4. In Mecklenburg-Western Pomerania the departure deadline is November 5, as is the Schleswig-Holstein and halligen islands. What is applied in hospitals and nursing homes?

Visits must remain possible on a limited basis. The federal and state governments have emphasized that the rules must not lead to “complete social isolation” of those affected, as was the case last spring. There should now be enough rapid corona tests for patients and residents, staff and visitors as soon as possible. Until then, different regulations apply to facilities.

Is there help for restorers and others affected?

Companies, freelancers and associations that are particularly affected by the new Corona regulations will receive a large part of their lost sales. For companies with a maximum of 50 employees, the federal government compensates 75 percent; for larger companies, decisions are made in accordance with EU state aid law. The grant will have a financial volume of up to ten billion.

How should the rules be controlled?

The federal government made it clear that the stricter requirements must also be monitored. The head of the chancellery, Helge Braun, spoke on the Bavarian radio of very clear controls in the public area. The police and law enforcement office are likely to be on the move more frequently, for example, to verify compliance with the mask requirement and contact restrictions in public places. It seems different in the private sector. It is unclear how private celebrations will be controlled here. According to the federal government, there will be “no proactive controls in the private sector.” There will be no controls in the Bavarian apartments either.

Are lawsuits against the rules expected?

Yes. The lawyers expect several lawsuits. The first urgent applications have already been received at the administrative court in Berlin. It cannot be predicted with certainty at this time to what extent there will be proceedings due to anticipated violations of fundamental rights, said the president of the Federation of Administrative Judges of Germany, Robert Seegmüller, of the “Rheinische Post”. The fact is that the Basic Law allows such violations of fundamental rights if the measures pursue a legitimate objective and are proportionate.
