The federal and state governments fought for hours Wednesday night for new uniform resolutions to contain the corona wave.
On Thursday afternoon, the first shot: Bavarian Prime Minister Markus Söder (53, CSU), tightened the curfew and contact restrictions beyond the newspaper from Wednesday. BILD explains what should be applied and where.
The federal and state governments have adopted a three-stage plan to contain the corona wave, depending on the number of new infections per 100,000 residents in the last seven days (incidence value).
1st stage
If this incidence value exceeds 35 new infections / 100,000 population, the following applies:
► The use of a mask is mandatory when people gather “closer” (less than 1.50 meters) or “more” in public spaces. Hygiene professor Klaus-Dieter Zastrow cautions: When in doubt, ten seconds of encounter is enough for infection. The term “longer” is misleading.
► Private celebrations only with a maximum of 25 people in public and max. 15 guests in the private room.
Bavaria is, as Söder announced on Thursdays, even stricter: a maximum of ten people from a maximum of two households should be able to celebrate there privately!
Some federal states (Rhineland-Palatinate, Hesse, North Rhine-Westphalia) do not want to impose restrictions on privacy. Saxony wants to limit the celebrations to just 25 participants.

► A gastronomy curfew MAY be imposed (for example, Bavaria was decided in the 1st stage: 11 pm)
► Events it must be “more limited” in the number of participants (a number is not provided).
2nd stage
If the incidence value exceeds 50 new infections / 100,000 population, the following applies:
► Curfew for gastronomy and the prohibition of the sale of alcohol: from 11 pm (in Bavaria from 10 pm).
►Private celebrations: only with a maximum of ten people (no matter where). Only members of two households can meet in private rooms (here too, a special route in Bavaria: a maximum of five people).
►Events They are limited to 100 participants.
►Contact restrictions: Meetings in public spaces with a maximum of ten people.
3rd stage
If infections DO NOT fall at critical points in the crown ten days after the measures are tightened, only five people from a maximum of two households can gather there in public space.
When do the regulations apply?
Binding rules are ONLY issued by the federal states. The federal-state decision is just a framework agreement from which states can deviate at any time. So no more surprises can be ruled out …
When it comes to the accommodation ban, countries are taking completely different paths anyway, postponing a (possible) deal until November 8, Wednesday.

Who is Merkel’s new expert?
Michael Meyer-Hermann (53) presented new figures at the summit. He is a physicist at the Braunschweig Helmholtz Center for Infection Research.
A spokeswoman confirmed: The professor traveled specifically on vacation for his lecture Wednesday at the Foreign Ministry, where he called for a kind of ban on leaving risk areas at the federal-state summit.
Funny: He then traveled on vacation from Berlin, which is itself an official risk area, and would have to go into quarantine there, depending on local regulations.
He did not respond to BILD’s request on Thursday.
