The Mecklenburg-Western Pomerania state government wants to once again change its course on the quarantine obligation for members of the nuclear family in risk areas. These do not have to be isolated.
by Stefan Ludmann, NDR 1 Radio MV
So now: visits from risk areas to the so-called nuclear family in Mecklenburg-Western Pomerania are not subject to the quarantine obligation. The state government has announced a new regulation for Sunday night. After heated discussions behind the scenes, inaccuracies in the country’s quarantine regulation, which was only approved on Friday, are fixed. The decree stipulated clear exceptions to the 14-day quarantine obligation. Among other things, it does not apply to travelers, doctors, police officers and employees of the public goods and services sector. The aim of the regulation, especially with a view to nearby Berlin, is not to stifle public and economic life. Under the ordinance, there is no quarantine obligation for members of the state parliament and the Bundestag or for ministers if they have stayed in high-risk areas such as Berlin.

As an exception, the regulation also lists second home owners with their primary residence in risk areas. Family visits are not included in the regulations, so they have not yet been included in the exemptions. In your Consequently, the state government on the website of the State Chancellery stated on Sunday that the quarantine obligation applies to family visits from risk areas. There it was said until the end that visits from the family nucleus were possible, but: “Please note that in this case you are subject to quarantine obligations. Therefore, you are obliged to inform the local health department immediately upon arrival. Do not leave the quarantine unless the health authorities allow it. Generally, an early termination of the quarantine is only possible if there are two negative tests with an interval of at least 5 to 7 days. “

The Ombudsman criticized the regulation as incomprehensible
The country’s ombudsman, Matthias Crone, had already said on Friday that this regulation would amount to an entry ban. The trained lawyer described the regulation as contradictory and incomprehensible to the citizen. Crone asked for quick improvements. Interior Minister Lorenz Caffier (CDU) also said Friday that family visits were possible without restrictions. The head of the state chancellery, Heiko Geue (SPD), announced at the request that it was the political will of the state government to exempt visits to the family nucleus from the obligation to segregate. This may not have been implemented in the regulation.
Obligation to quarantine wedding guests from risk areas continues
After pointing out the loopholes in the regulations, more consultations were held on Sunday afternoon, and there was a U-turn early in the evening. Health Minister Harry Glawe (CDU) announced in an interview with NDR 1 Radio MV an urgent decree that would make it clear that visitors from risk areas can easily visit their nuclear family in Mecklenburg-Western Pomerania. The quarantine obligation should apply to other groups, for example wedding guests from risk areas or participants in funerals. State Chancellor Geue said the greatest risk continues to come from private parts, so every effort should be made to keep the risk of infection low. “The numbers can go back up quickly,” Geue warned. The state government wanted to avoid a second blockade, but economic life should not be stifled, hence the exceptions that were decided.
The opposition criticizes the regulator “Kuddelmuddel”
The opposition, however, spoke of a “mess”. The regulations are no longer understandable and disturbing. For example, it is not understandable why a bricklayer from Berlin can enter the country as a passenger, but cannot come to a family celebration here without quarantine. The leader of the AfD parliamentary group, Nikolaus Kramer, said the state government should have learned something after making mistakes in the past. In view of the manageable infection rate in Mecklenburg-Western Pomerania, Prime Minister Manuela Schwesig (SPD) is apparently only trying to draw profiles rather than constructive policies. The victims of this “hasty, hasty and absurd regulatory orgy” are once again ordinary citizens and, above all, the tourism industry.
